About this file

Addendum #2 for ITB-25-02 (Rebid) for the Roswell Market Place Cultural Plaza project is issued by Pland Collaborative on behalf of Chaves County, addressing multiple clarifications and modifications to the original bid documents. The addendum provides responses to 21 specific questions from potential bidders, covering topics such as utility relocation, wage decisions, electrical coordination, site staging, water sources, construction requirements, and alternate bid items. Key modifications include switching certain bid items to allowance items, confirming restroom building specifications, addressing CMU block details, and clarifying paver installation patterns. The document indicates the project will involve constructing a cultural plaza with various elements including shade structures, ornamental fencing, concrete work, landscaping, and utility improvements.

The addendum includes three defined allowances totaling $45,000: $20,000 for testing, $15,000 for Railroad Right-of-Way coordination, and $10,000 for utility relocation coordination. The bid includes a base bid with 48 line items and three alternate bid options: playground equipment installation, game area furnishings, and three 18'x32' monoslope shade structures with security lighting. The project has a 255-consecutive calendar day completion timeline with liquidated damages of $250 per day for substantial completion delays. The bid documents specify a New Mexico Gross Receipts Tax of 7.8958% and require bidders to submit unit pricing, with the county anticipating awarding the contract by April 29, 2025, and maintaining current wage decision rates if secured by that date.

Urgent For Review Please Comment Please Reply As Requested

Various sheets included, as requested, to give bidders additional information. These items are to be added to the

Bidding and Construction Documents as indicated. Bidders are required to acknowledge receipt of this addendum.

Failure to acknowledge all addenda may cause the bid to be considered not responsive to the invitation, which would require rejection of the Bid. The Contract Documents for solicitation of Bids for the construction of the project are hereby changed as follows:

Questions:

1. Currently the utility relocation and BNSF coordination items are to be bid as per EA items, in effort to minimize cost to the owner and protect contractor from un-foreseen conditions can these bid items be switched to an allowance?

- Yes, we can make these line items allowance items. See revised bid form provided.

2. Are the cutsheets that were sent in addenda 1 the final product that will be installed?

- The restroom building drawings that were sent are the final sealed drawings for the actual product.

3. The wage decision expiration is 4/29/2025, is a new wage decision going to be obtained prior to bid date?

- Per the bid schedule, Chaves County anticipates awarding and negotiating a contract by 04/29/25. If secured and awarded by 04/29/25, the wages will be secured at the current approved wage decision.

4. Has Xcel been notified of the project and has a lead time for transformers, and other electrical been assessed?

- In speaking with Xcel, there should be no problem getting a transformer in a timely manner.

5. Is there an area that excess dirt stripped from the site can be disposed of?

- It is the contractor's responsibility to remove and dispose of dirt.

6. Does the county have a preferred staging area for equipment/materials?

- The County can accommodate a 60 ft. x 60 ft. +/- area at the southeast corner of the existing parking lot directly west of the project site. Contractor will be responsible for fence, security and clearance of the storage/staging area.

7. Can construction water be provided from the city hydrant? If so, what is the cost/unit?

- Contractor to contact City of Roswell Water Department for fire hydrant location. City to designate location and cost.

8. On sheet C203, keynotes 1 & 2 refer to detail sheet C302, this is not included in the plan set. Can this be provided?

- There is not a sheet C302, keyed notes on Sheet C203 were revised to refer to the correct sheet and detail number, we have included the revised sheet in this addendum.

9. Does the 2” BFP indicated on sheet C203 require a heated enclosure? If so, can a line item be included for this?

- Yes, Sheet C203 and the associated keyed note has been revised to include a heated enclosure. We added a line item on the bid form to capture the domestic water utility work found on sheet C203.

10. Are the PEMB structures included in sheet LS510 the only option? Will the owner consider approved alternates?

- Alternates will be accepted if the product can match the specifications on the cut sheets provided as a basis of design.

11. Can a line item be included for traffic control or is this to be included in general requirements?

- Traffic control is included in general requirements

12. Are drawings available for additive alternates 1, 2 & 3? They are not included in the current set of drawings.

- Add. Alternate 1: Refer to B1/LS201 for playground area drawing showing keyed notes C-34, C-35, C-36.

- Add. Alternate 2: Refer to A1/LS101 in the area of the drawing just east of the restroom, keyed note C-32 (qty 3 sets of 2). See updated LS101 sheet provided.

- Add. Alternate 3: Refer to A1/LS101, note C-22 and sheet E-101. (3) of the (6) 18x32 monoslope structures and associated security lights are alternates. The cutsheets for the 18x32 shelter are located on sheet LS510, which also pertain to add alternate 2

13. Will business registration for Chaves County need to be completed prior to being awarded or after being awarded but before construction begins?

- A City of Roswell business license will be accepted after a Notice of Intent to Award is issued, but required prior to start of construction.

14. Restroom structure is provided by CXT Inc and purchased by owner. Is the material already on site or is there a scheduled date it will be on site?

- the exact production date has not been determined. The successful bidder will have to coordinate delivery of the restroom to the site and installation upon arrival.

15. On page LS502, detail B1, all the notes call for 8”x8”x18” CMU, we assume this should be 8”x8”x16” as this is standard size and what is called out in detail A3. Please advise?

- This is a typo – the CMU should be 8”x8”x16”

16. On page LS502, detail B1, note 1 calls for split faced Shara and note 4 calls for rustic finish Sahara. However, both of these use the same line weight in the detail, so they are indistinguishable from one another. For example are the

“Type B” walls rustic finish or split-faced? Please indicate which walls/pieces are supposed to be rustic and which are supposed to be split-faced.

- Refer to detail D1 on LS502 to see the extents of the rustic finish sections of the wall

17. On page LS101 and LS201 the corners of the paver areas are shown to have a circle pattern with pieces pointed toward the center of a cross. However, the Paver Installation Pattern detail A1/LS501, show a herringbone pattern in a square with a cross. Does A1/LS501 override this?

- Detail A1/LS501 overrides the plan

18. On page LS101, the pavers on the edges of the walkways are shown as going east to west while detail A1/LS501 show them as being installed in the same direction as the rest of the pavers in a stacked bond. Does A1/LS501 override this?

- Detail A1/LS501 overrides the plan

19. York Building products have been identified or "Approved Equal", as the manufacture of the CMU Block. Can we get an approved equal noted - Utility Block Company out of AbQ. NM? Contact Tim Warner, Vice President at (505)

321-6170 for Product data, samples or any other information required to list UBC as an approved equal. Please advise?

- York Building Products block was specified as a basis for design, we will accept equal products that meet the specifications.

20. The Exposed CMU stem wall below grade on 1 side does not indicate a color or finish that is required. Please note if this block is to be colored and if it is required to receive an Architectural Finish?

- We eliminated the hatching in the detail for below grade blocks to visually show that the wall is retaining grade assume same color above grade extends below grade.

21. Although the Architectural Finish and colors are listed, does the site wall require Architectural finish on 1 face or both exposed faces of CMU site wall?

- The architectural finish shall be on one side of the block only and will always face towards the interior of the site.

The architectural finish of the wall at the back of the stage shall face the south with the smooth face to the interior of the stage (north).

Included Files:

• Updated Bid Form

• Revised Sheet LS101 (some revisions on this sheet are associated with keyed note errors which were not identified by bidders during the question period.)

• Revised Sheet C203
