The contractor shall not attempt to ream, at one time, more than the drilling equipment and mud system is designed to safely handle.
1.7 After reaming the borehole to the required diameter, the pipe shall be pulled through the hole. In front of the pipe shall be a swivel and barrel reamer to compact the borehole walls. Once pull-back operations have commenced, the operation shall continue without interruption until the pipe is completely pulled into the bore hole. Pull-back operations are limited to Mon.-Thur. business days, unless approved by the City. The contractor shall exercise due care by not applying, at any time, more than the safe pipe pull pressure recommended. The contractor shall provide a working oil filled gauge on the rig and record pull back pressures at each depth/location check on the bore log. Adequate lengths of pipe shall be provided at both the launching and receiving ends to facilitate service connection assemblies.
1.8 The as-built variance from the specified bore path shall not exceed ±1 foot in the vertical plane and ±2 feet in the horizontal plane. The contractor shall submit as-built drawings and bore log indicating any deviations from the specified bore path prior to City release of final payment.
1.9 The pipe entry area shall be graded as needed to provide support for the pipe and to allow free movement into the borehole. The pipe shall be guided into the bore hole to avoid deformation of, or damage to, the pipe.
The pipe shall be installed in a manner that does not cause upheaval, settlement, cracking, movement or distortion of surface features. Any damages caused by the contractor's operations shall be corrected by same, at no additional cost to the City of Winter Haven Water Department.
1.10 In the event that unexpected subsurface conditions impeding drilling operations are encountered, the procedure shall be discontinued until the City of Winter Haven Water Department has been consulted. No additional compensation shall be allowed. (The Contractor must stop and inform the City of Winter Haven Water Department about the unexpected conditions. Do not proceed until the City of Winter Haven Water Department decides on what needs to be done. Compensation then will be given.)
1.11 If final grade of the finished bore is not satisfactory to the City of Winter Haven Water Department or any other jurisdictional entity, the pipe shall be abandoned, full pressure grouted in place and an alternate installation shall be made, at no additional cost to the City of Winter Haven Water Department.
1.12 All welds shall meet the manufacturer's recommendations. Fusion welds shall be performed by a certified, experienced technician that has been properly trained to follow the pipe manufacturer's recommendations.
1.13 Erosion and sedimentation control measures and on-site containers shall be installed to prevent drilling mud from spilling out of entry and/or exit pits. Drilling mud shall be disposed of off-site, in accordance with applicable local, state and federal requirements and/or permit conditions.
Disposal in vacant land or any other sites without a written authorization from the land owner is strictly prohibited. Contractor shall include in his bid the cost for removing/vacuuming the drilling mud and its lawful disposal and shall notify the City of Winter Haven Water Department of the designated disposal site(s) prior to the beginning of the work.
1.14 The Contractor shall be responsible for capping each end of the bore with a blind flange and backing ring as not to allow the invasion of debris, bentonite or any foreign material into the bore. Flushing and pigging of the directional bore for any foreign matter shall be at the cost of the contractor.
1.15 Materials will be stored on site laid in ROW most of the time, and if not, written permission from landowner shall be attained prior to use of private property.
