About this file
This document is Addendum No. 4 to Invitation to Bid (ITB) 24-31TM for the Big Bethel Blueway project issued by the City of Hampton. The addendum provides responses to various questions received from bidders related to construction entrances, check dams, railing sizes, erosion control, selective clearing and grubbing, asphalt measurement, and control structure details. It clarifies that erosion control items are part of a lump sum payment item, asphalt is to be paid per square yard, and trees larger than 6" in diameter will be determined for demolition during construction. The bid due date is February 22, 2024 at 2:00 p.m.
The addendum also addresses discrepancies between the drawings, specifications, and field conditions, and provides guidance on items such as silt fence, filter barrier, and soil stabilization. It confirms that there is no power pole relocation as part of this project. The addendum emphasizes the need for bidders to carefully review the revised drawings and specifications to ensure their bids are compliant with the updated requirements.

ITB 24-31TM Big Bethel Blueway
ADDENDUM NO 4
DATE: February 12, 2024
ITB: ITB 24-31TM Big Bethel Blueway
DATE ISSUED: December 26, 2024
BID DUE: February 22, 2024 at 2:00 p.m.
SUBJECT: To provide a response to questions received.
Ladies/Gentlemen:
Addendum No. 4 is being issued to provide a response to questions received.
1. Question: Construction Entrances and check dams are usually bid tab items, do we just include them in any lump sum item we choose?
Answer: Construction entrances and check dams shall be included in Pay Item
3 – Erosion and Sediment Control, as defined in specification 01 27 00
2. Question: Is the check dam quantities in the rip rap pay item or incidental?
Answer: Check dams shall be included in Pay Item 3 – Erosion and Sediment
Control, as defined in specification 01 27 00.
3. Question: Conflicting railing sizes, 2 inch and 1.25 inch, sht S-506 and sht S-503?
Answer: Railing diameter shall be 2-inch per S-506.
4. Question: sht C-300 weir outfalls onto a 6x6 apron , then down a slope to a bench, then down another slope to another bench at the bottom. pretty sure it will have erosion problems very soon. perhaps rip rap the same profile to the bottom
Answer: The detail on C-300 with the ground showing multiple slopes is not typical at all locations. Contractor to refer to proposed final grade indicated on plan per the note “Blueway proposed grading (see plan)” Outlet protection shall be per VDOT detail EC-1. See revised drawings C-300 and C-501.
5. Question: Contrll Structures 1 & 3 have rip rap on the down stream side , why not # 2 where the most water could drop from a higher elevation
Answer: Control structure 2 shall have rip rap protection as indicated in section
A1 on drawing C-300. See revised CS-103, C-106, and C-402 for extents of rip rap.
6. Question: Item #10: Selective Clearing and Grubbing:
The revised measurement/payment narrative quantifies payment per acre and estimates .38 acres which includes “trees smaller than 6” diameter and larger than 6” that the construction engineer mark and select in the field or approves.”
Answer: Trees that are larger than 6” diameter will be determined to be demolished during construction period. See revised drawings CD101 and CD102 to clarify clearing work.
7. Question: Currently there are no trees larger than 6” diameter marked on site or plans noted “to be removed” … only plan sheet hash marking.
Answer: Trees that are larger than 6” diameter will be determined to be
8. Question: when will the trees larger than 6” diameter be marked ?
Answer: Trees that are larger than 6” diameter will be determined to be
9. Questions: Problems arise when there are differences between the drawings, the specifications and field conditions, the following is a short list. Measure and payment: the specs call for silt fence, check dams, construction entrances and more as pay items but are not on bid tab. specs call for stone quantities to be paid by the ton and bid tab calls for square yard and cubic yard on bid items 62 and 63.
Answer: Per Addendum 1, erosion control items are part of lump sum payment item 3. Items 62 and 63 are per cubic yard (CY). See revised specifications.
10. Question: Spec call for asphalt to be paid by the ton , bid tab says SY.
Answer: Per Addendum 1, asphalt shall be paid for by square yard (SY).
11. Question: Specs call for silt fence, drawings describe filter barrier, notes mention woven wire but do not show on detail, three foot stakes steel or wood typically support filter barrier.
Answer: Woven wire is not required. see revised CD-501.
12. Question: There is only selective clearing and grubbing, drawing legend says clear and grub see note 4, that’s ok but there needs to be a means to cover clearing and grubbing or tree removal because in the field there are numerous trees in conflict. Example DS swale #1 sheet CD 101 shows no existing tree canopy and has a profile cut that strongly involves tree removal in the field, D S
#2 on the same sheet shows the canopy correctly and is typical of D S #1 also.
Sheet CD 101 shows selective clearing and grubbing but it appears that the sheet pile will intersect with or cover trees potentially causing death of the trees.
Other areas of the trail will intersect with major roots of very large trees that may be a problem so tree removal needs to be considered.
Answer: Trees that are larger than 6” diameter will be determined to be
13. Question: Soil stabilization : sheet C 501 calls for AMORMAX BUT NOTE SAYS
MUST BE A DEGRADABLE TYPE, amormax can last for 50 years. Spec calls forEC-2 type ll
Answer: Per specification 01 27 00, both slope stabilization and soil stabilization blanket are to be included in lump sum payment item 15. Details indicated on
C-501 shall be installed where indicated.
14. Question: “Relocate Power pole“ is a major operation on sheet CD 103 and sheet CD 102, no pay item on bid tab
Answer: There is no power pole relocation as a part of this project. Do not include relocation of power poles in bid items. See revised CD-102 and CD-103.
15. Question: Please confirm railing sizes
Answer: Railing diameter shall be 2-inch per S-506
16. Question: Control structures 1 & 3 have rip rap on the down steam side, # 2 being the largest, has no toe protection for the spill over water.
Answer: Control structure 2 shall have rip rap protection as indicated in section
A1 on drawing C-300. See revised CS-103, C-106, and C-402 for extents of rip rap.
17. Question: Weir rip rap outfall detail C1 sht C 300 shows a 6x6 apron on a bench only, but the flow will continue down a slope to another bench, down another slope to a bottom. My opinion is that rip rap should extend all the way to the bottom at all outfalls on slopes to prevent obvious erosion problems.
Answer: The detail on C-300 with the ground showing multiple slopes is not typical at all locations. Contractor to refer to proposed final grade indicated on plan per the note “Blueway proposed grading (see plan)” Outlet protection shall be per VDOT detail EC-1.
18. Question: Pipe bedding spec calls for 8 inches , plan calls for 6 inches
Answer: Bedding shall be 8 inches.
19. Question: Sheet C-300 D1 Profile, I believe the trash rack will quickly snag debris and force the water to move to the sides and potentially cause erosion and possible break away of filled area. The view is facing down stream and perhaps there should be a higher berm behind the weir to hold the water so it can enter the weir on all four sides.
Answer: Bid per plans.
20. Question: Drawing ( Section B3, S-501) shows studs 1' 0" typical vertical seperation. Is horizontal seperation the same
Answer: Yes, maximum horizontal separation shall be 1’-0”
Bidders must take due notice and be governed accordingly. This addendum must be acknowledged as indicated in the Invitation to Bid or your Bid may not be considered.
All other terms and conditions must remain the same.
