Hayden Bridge Raw Water Intake – Pump #6 Replacement

ITB 24-177-GS

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

1. Drawings G1 & M1 are hereby replaced by the attached Exhibit 1.

2. Exhibit 2 – Water Systems, Hayden Bridge Water Intake Improvements, Phase 2, is hereby added to the Drawings section of the solicitation.

3. Exhibit 3 – Peerless Curve is hereby added to the Drawings section of the solicitation.

QUESTIONS & ANSWERS

Question 00450, Item 1 Substitution Bidder’s past performance states three (3) projects completed within the past five (5) years, regarding the installation of vertical turbine pumps that match the scope and complexity specified and required in this solicitation. Can this be changed to three (3) projects completed within the past ten (10) years?

Answer No. The Minimum Qualifications of this solicitation will not be adjusted at this time.

Question

1.02.A Substitution Request to review attached Simflo curve for ‘Approved Equal’

Answer The following is required to be equal with the Peerless pump:

1. The pump shall be new from the manufacture and intended for municipal application meeting NSF certification for all components in contact with potable water.

2. The pump shall provide 160-ft of total dynamic head at 12,200-gpm with an minimum efficiency of 87.5%. The existing pump curve, attached, was used to determine the required equal efficiency.

3. A four-bowl pump assembly is required to meet performance requirements.

4. The net positive suction head required shall not exceed 43-feet at the end of the pump curve.

1.03.B.7 Clarification Is intent that Contractor provide the vibration analysis for EWEB & OTS review? Wording is for motor, but with lower level access there’s opportunity to take readings at 2 points on the pump.

Looks like it is Contractor provided based on 3.02.A.1.f Answer The contractor is required to perform a vibration analysis and EWEB will utilize a third party (OTS) to verify the vibration analysis. The pump and motor shall undergo dynamic balancing and a vibration analysis at each bearing point.

2.A.3.A.2 Comment B584 does meet the E103 standard, but from what we see on the repair side, the silicon bronze does not hold up well over time when there’s silt or occasional solids.

Again, this is just a general comment. I don’t have material property comparisons, but on the repair side, I’ve seen the below highlighted materials hold up well over time.

Answer 1. Update Specification 11305, Section 2.A.3, A. MATERIALS, by replacing “2. Impellers Bronze, ASTM B584” with “2. Impellers Bronze, ASTM B584 or Stainless Steel, 316”.

2. Update Specification 11305, Section 3.03 COATINGS, by removing the following “Impellers shall be ceramic coated in accordance with manufacturers”.

2.A.3.A.9 Substitution Would steel weld in bearing retainer be acceptable

Answer A steel weld is not acceptable in the bearing retainer.

2.A.3.B.1.b.i Observation Motor plates with the registered connection is standard. Your VFD had tabs on the side to help align the motor. New pump and motor register should have about a 0.002in clearance and not need them, but obviously there was something on the VFD that did. If you intend to have them, will need to note it.

2.A.3.B.1.c Clarification Reference to figures 53 & 54, but which HI standard not specified. Ports are standard and we can specify size, if standard is not known, I’d recommend just dropping the last sentence

Answer Update Specification 11305, Section 2.A.3,B.1.c by removing “The connection size and configuration shall conform to Figures 53 and 54 of the Hydraulic Institute Standards”.

2.A.3.B.1.d.i Clarification Pump discharge is through column not integral with pedestal

Answer Update Specification 11305, Section 2.A.3,B.1.d.i. by replacing “integral with pedestal” to “integral with column”.

2.A.3.B.1.e New On site statement that 4” 150# connection for existing air/vac valve, integral with pedestal is required, but not specified.

I’d recommend matching CL and offset of original to avoid any piping changes on the air/vac valve Answer Matching the original installation to the greatest extent possible is allowed.

The contract drawing M1 is updated to include air valve installation requirements.

2.A.3.B.4.c Clarification Wear rings not listed in MATERIALS. Confirm you do want them in the bowls. Mfgs ‘should’ be doing this, but E103 recommends a 50 rockwell hardness difference between impeller and wear ring materials.

Answer Wear rings should be installed in the bowls in accordance with manufacturers recommendations.

2.A.3.B.5.a Clarification Elevation and of 4” pipe for desilt nozzle not specified, possible interference fit. Do you have another dwg view that shows if these are right under the pump?

Answer The 4” pipe is not in conflict with the pump. See attached reference drawing

M1.

2.A.3.B.6.a Clarification Mfgs will have their own standard on basket size and % opening of the mesh. This is going to be based on estimated pressure drop across the basket and impact the NPSHr. On site comment that water is pre screened and intended basket would have something like 1x1” mesh. Larger openings would allow for a shorter basket, but if not specified, mfg will just go with their standard

Ex) standard (Simflo SM28)

NOTE: Length of basket can impact 1/3-3/4D clearance from floor to bell specified in 2.B.5.A

Answer The 1”x1” mesh size is acceptable. However, the contractor is responsible for field verifying the existing clearance, assumed to be 14-inches, and installing a screen to meet the application.

2.A.3.B.7.a Clarification I assume this is referring to shaft straightness, but which standard ‘Sections

A4 and A5’ are from is not specified Answer Specification 11305, Section 1.02.C. states, “Governing Standard: Except as modified or supplemented, the vertical pump shall conform to the applicable requirements of ANSI/AWWA E101 and the Hydraulic Institute Standards.”

2.A.3.B.7.c&d Clarification Please confirm that this is related to the head shaft sleeve at the packing location only.

Answer This is related to the packing location.

Comment Some of the standards are behind current mfg abilities. We apply an HVOF chromium dioxide spray to the shaft and while it doesn’t stop packing from burning up if it’s over tightened, it does an excellent job protecting the shaft

Ex) no spray, cut grooves

Ex) spray, heat from burnt packing, but no cut grooves

Answer Include a HVOF chromium dioxide spray, or equal, for EWEB review and approval during submittal review.

3.03

MOTOR

Clarification Is the intent that contractor for current bid provide all lifting equipment and transportation necessary to have it painted in a shop and deliver to the job site?

It was my understanding that this was a requirement of previous ITB 24-008 / 24-064. Please confirm so we can price accordingly

Answer Specification 11305, Section 3.03 COATINGS shall be completed by the contractor in a shop. The contractor is responsible for all lifting and transportation required to complete the work.

Submerged

COMPONENTS

Clarification My interpretation of this is that the bowls will have the fusion bonded epoxy ID&OD and only pipe that is submerged will have liquid epoxy where everything else would be enamel (per RAW WATER PUMP bullet points)

Anything can be done, but my recommendation to reduce number of steps and cost would be

Fusion bond lining (Scotchkote 134 or equal) -Bowls ID

Liquid epoxy (Tnemec N140 or equal) -Bowls OD

-Column ID & OD -Pedestal ID & OD

Also, as it reads, only the coating needs to be NSF approved. To have a pump assembly NSF ‘certified’ is not the same and would need to be specified if required

Answer Update Specification 11305, Section 3.03 COATINGS by removing the following, “RAW WATER PUMP: All exposed ferrous metal pump components shall be shop primed with two coats of rust inhibitive primer with a minimum dry film thickness of 2 mils, and finished with two coats of semigloss alkyd enamel with a minimum dry thickness of 4 mils. Total dry film thickness for this system shall be a minimum of 10 mls. Sherwin Williams Artesian BrownI001 71YR08/119.”

Update Specification 11305, Section 3.03 COATINGS by removing the following, “RAW WATER PUMP MOTOR: The motor will be shop primed with two coats of rust inhibitive primer with a minimum dry film thickness of 2 mils. Contractor shall apply two finish coats of semigloss alkyd enamel with a minimum dry thickness of 4 mils on all exposed ferrous metal components.

Total dry film thickness for this system shall be a minimum of 10 mls. Sherwin Williams Artesian BrownI001 71YR08/119. Submit coating data for EWEB review and approval.”

Update Specification 11305, Section 3.03 COATINGS by replacing “Submerged components” with “Pump Components”.

In accordance with Specification 11305, Section 3.03 COATINGS:

1. Bowls shall be fusion bonded epoxy lined and coated.

2. Only components in contact with potable water, including linings and coatings, shall be NSF approved.

3. Liquid or fusion bonded epoxy lined and coated is required for all pump components (column, header, pedestal, ferrous metal, etc.).

Clarification - The owner provided motor will not require additional coating.

Also, EWEB will wire and bump test the motor.

Submerged

COMPONENTS

(impeller)

Clarification Manufactures do not recommend coating their new impellers. Most coatings are not hydrophobic and the combination of increased coefficient of friction and profile change from coating will derate the impeller to an unknown amount.

Answer As stated above, Update Specification 11305, Section 3.03 COATINGS, by removing the following “Impellers shall be ceramic coated in accordance with manufacturers”.

3.04 Clarification Can you confirm both the vibration and the balance standards?

Ex) vibration per HI 9.6.4d or ISO 20816 / balance per ISO 21940 Answer OTS will follow industry standards in accordance with the specification.
