About this file

This document is Addendum #003 for Invitation to Bid (ITB) FDC ITB-24-170 issued by the Florida Department of Corrections (FDC) for Can Liners. The addendum provides responses to written questions from potential bidders regarding the solicitation. The bid is for vented and non-vented can liners to be used across correctional facilities, with bids due by August 15 at 3:00 p.m. Eastern Time. The contract is intended to be awarded to the responsive and responsible bidder with the lowest Grand Total Price, with the option to be renewed for up to three years per Section 287.057(14) of Florida Statutes.

The addendum clarifies several key details about the procurement, including that pricing includes shipping, with the department's current average order size being 19 cases per shipment. Bidders must submit proposals for the entire scope of work and are required to bid all items to be considered responsive. Price increases may be considered through an Equitable Adjustment clause if certain strict market volatility conditions are met. The department emphasizes that bid prices must remain firm throughout the initial contract and renewal terms. Additional information about the current contract and pricing can be found on the Florida Accountability Tracking System (FACTS), which potential vendors are directed to review.

Question Number Question Answer

How many vent holes per bag? The size, quantity, and spacing of the liner holes/slits/perforations should be sufficient to prevent the liner from holding any fluids, even if “double-bagged.”

2 What size are the holes?

Please see the Department’s Answer to Question Number 1.

Can you please provide the bid tabulation (a complete recap) from the previous bid indicating the award pricing per item and winning vendor?

The previous Bid Tabulation can be located on the Vendor Bid System, (VBS) at the link provided below.

Are they coreless rolls or flat pack?

The Department does not have a preference as to whether the can liners are “flat packed” or on coreless rolls.

Do bidders need to submit proposals for the entire scope of work, or is there an opportunity to handle only the transportation component, potentially through the FDC?

The Department will award one (1) Contract to the Responsive and Responsible Bidder with the lowest Grand Total Price. Per Section 5.7.1, Basis of Award. The Bidder is required to bid all items for their Bid to be considered Responsive.

Question Number Question Answer

Pricing to include shipping to each location and not knowing the amount of each order, with the assumption, that it could include just one case of one liner makes the proposition. This forces us to apply the shipping cost as such which I am sure is more than the actual cost could be for each order. Without knowing there is now logical way to apply that cost to the product.

If you can give some insight on this, I would be helpful so we can propose the best option available.

We would supply these for a central warehouse for the Department but still the quantity shipping to each facility is unknown.

Price includes shipping. The Department’s current average order size per shipment is 19 cases.

Number Question Answer

Pls confirm we can use clause in PUR1000 for a price increase, if one becomes necessary, in

EACH 1YR TIME FRAME OF

THE CONTRACT.

As defined in section 2.b. of the PUR 1000, referenced in Section 5.1 of the ITB, an Equitable Adjustment may be approved by the Department if pricing or availability of a Contractor’s supply is affected by extreme and unforeseen volatility in the marketplace, that is, by circumstances that satisfy all of the following criteria: (1) The volatility is due to causes wholly beyond the Contractor’s control,

(2) the volatility affects the marketplace or industry, not just the particular Term Contract’s source of supply, (3) the effect on pricing or availability of supply is substantial, and (4) the volatility so affects the Contractor that continued performance of the Contract would result in a substantial loss.

Can you please provide the Bid Tab for the last bid for these items?

Please see the Departments Answer to Question Number 3.

Could you please clarify the renewal terms of the contract (section 3.3.1)? Is it 1 year with 2 renewals, or is it 3 renewals?

Per Section 287.057(14), Florida Statutes (F.S.), the Contract may be renewed for up to three (3) years, or any portion thereof.

Number

Answer

Since contract does not allow a minimum order, can you share average order size and order frequency?

The Department’s current average order size per shipment is 19 cases.

What is the expected Spend for this 3yr contract?

The current contract and pricing can be located on the Florida Accountability Tracking System (FACTS) at the link provided. Contract Information

Is pricing firm/fixed for the initial year?

Bids prices must be firm and remain the same throughout the Contract and renewal term(s).
