About this file

This document is an addendum to Invitation to Bid (ITB) #230001184-3 for the YKCC Recreation Area Renovation project issued by the Alaska Department of Corrections. The project involves renovations to the recreational area at the Yukon Kuskokwim Correctional Center (YKCC) in Bethel, Alaska. The addendum includes clarifications on the project scope, extends the bid deadline to October 25, 2024 at 2:00 pm local time, provides a list of plan holders who attended the mandatory pre-bid site visit on September 25, 2024, and addresses questions submitted by interested parties.

The ITB allows for alternative building systems to the specified sprung structure, provided they meet the required codes and standards. The addendum also clarifies requirements for structural steel, grating, doors, project completion timeframe, and load capacities for the building system. Interested contractors must contact the procurement specialist to request the site plan and recreation drawings. Bids will be received until the new deadline of October 25, 2024 at the Douglas, Alaska location specified in the original ITB.

RE: Project Name: YKCC Recreational Area Renovations

Project Number: 230001184-3 Project Location: Yukon Kuskokwim Correctional Center (YKCC), Bethel, Alaska New ITB Deadline: October 25, 2024 @ 2:00 p.m., Local Time

Addendum # One (1)

This addendum forms are part of the contract documents and modifies the original drawings and/or specifications for the subject work. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.

The following additions are required:

1. Yukon Kuskokwim Correctional Center (YKCC) Site Plan and Recreation M102 drawing are available upon request, detailing the location of exterior access double door and ramp to the mechanical crawlspace. All interested contractors will need to contact Michael Lim @ Michael.lim@alaska.gov to request for the drawing.

2. Attached is the Plan holder’s List for this project (5 pages). The company names that are highlighted in yellow attended the mandatory pre-bid site visit that was scheduled on September 25, 2024 at 1:00 pm, local time.

3. The deadline for this ITB has been extended until Friday, October 25, 2024, @ 2:00 p.m. local time.

The following are questions from interested parties and the department’s response:

1. Specifications are written around a sprung structure. We have interest from other manufacturers similar to sprung, would other product be acceptable as an alternate to the Sprung proprietary liner?

Response: Yes

2. Structural steel specifications calls for steel to be supplied both shop primed yet also call them to be galvanized. Please clarify which is desired. It is clear that grating, guardrail, handrail, etic…is galvanized, this question pertains to floor beams, pile caps, columns.

Response: Structural Steel (floor beams, pile caps, columns) – shop primed.

3. The specs are showing 3 different sizes of grating. What sizes go where? (Treads, Platforms and walkways).

Response: 1-by-1/8-inch bearing bars at 7/16 inch o.c. for all grating surfaces.

4. Are the two entry doors the only ones that are required to be detention doors per the specs? If so, can you supply a Hollow Metal spec for the other 3 doors.

Response: All doors in this project are required to be Detention Hollow Metal doors.

5. Are we allowed to complete the project in 2025?

mailto:Michael.lim@alaska.gov mailto:Michael.lim@alaska.gov

Response: Yes

6. Under spec section 051200 structural steel the prefabricated building under section 1.2a2 says that prefabricated building columns. The building columns are aluminum supplied by sprung structure. 1.2b2 metal building systems the building structure is aluminum. There are no columns called out for structural steel.

Response: It is acceptable to use the manufacturer’s tensile structure building system. The intent is to provide options to the contractor allowing selection of manufacturer. Manufacturer must meet codes and standards required by the State of Alaska.

7. Section 13 31 23 1.3b please clarify what rain drainage work consists of.

Response: There is no mechanical ‘rain drainage’ work. Precipitation from the tent structure drains to the site.

8. Section 13 31 23 1.4e supports for interior gym equipment. Sprung is saying that the structure is flexible and basketball hoops should be floor mounted. The Sprung structure is limited to a 2 psf utility load. Structure is flexible and will move in wind conditions. Please advise.

Response: Basketball hoops are to be installed on the flat end wall. The flat end wall to be engineered to provide support for the basketball hoops. Coordinate with building manufacturer on their requirements.

9. Ref question above, verify that the mechanical and electrical systems meet the load requirements from the structure 2 psf utility load.

Response: Can the building manufacturer clarify further what their intention is by 2 psf? We understand that much of the equipment will be supported by the sprung structure which is on a widely spaced out system. Is the manufacturer utilizing the 2 psf by staking the entirety of the mech/elec/equip load and distribute to the entire area of the fabric ‘ceiling’? Understanding the basis of this number will help in responding to this question.

10. Section 13 31 23.2.4 Performance Requirements Deflection Limits – no greater than the following

Purlins and rafters: Vertical Deflection of 1/240 of the Span

Lateral Limit: Maximum of 1/200 of the Building Height

Membrane structure is more flexible than a rigid steel building. 8X12 structure will limit these deflections. Sprung is advising that the structure may still not meet these deflection limits. A variance maybe required. Please advise

Response: It is acceptable to use the manufacturer’s tensile structure building system. The intent is to provide options to the contractor allowing selection of manufacturer. Manufacturer must meet codes and standards required by the State of Alaska.

11. Section 13 31 23 2.6 a2. Canopy Fabric Materials. Bid requires noncombustible for membrane to meet ASTM E-136 – Membrane does not meet this. Please advise

Response: Provide material that meets IBC Section 3102.3.

12. Drawing A103/S103 Sprung is advising that the dimension of structure length is shown as 59’-1” is in error. This structure in actuality will be 60’-8” long if using 8X12 Beam required for wall mounted basketball equipment. Please advise

Response: It is acceptable for minor adjustments per Manufacturer’s needs with the understanding that the changes do not impact the structural floor framing. Design team to confirm building dimensions prior to driving piles.

13. Drawing A301/A401 Partition to extend to bottom of tensile structure without gaps or horizontal surfaces. Sprung advises that interior walls are to be independent from the sprung structure. Please advise.

Response: Refer to drawing 1/S103. Note at partition wall indicates to refer to DEFERRED SUBMITTAL NOTE 1 and refer to note 2. It is acceptable for an alternate means and methods for wall support that may include additional framing below deck to tie interior wall to.

This addendum is considered part of the Invitation to Bid (ITB) and is to be acknowledged on your bid form.

Please contact me if you have any questions at michael.lim@alaska.gov or 907-465-6014.
