About this file
This document is Addendum #001 to Invitation to Bid (ITB) FDC ITB-22-005 for Building Code Plans Review and Inspection Services issued by the Florida Department of Corrections (FDC). The addendum provides written responses to questions received and revises sections of the original ITB, including changes to the invoicing and inspection procedures. The ITB seeks Responsive Bids from Responsible Vendors to provide building code plan examinations, permitting, inspections, and issuance of Certificates of Occupancy for the FDC's building projects across the state. Bids are due by October 4, 2022, at 2:00 p.m. Eastern Time. Vendors may submit pricing for specific regions, rather than being required to service all four regions. The current FDC contract for these services can be found online, and there are no details provided on existing contract fee schedules or project lists.
The addendum clarifies that remote inspections are not allowed, and that Vendors must bid on all items within each region for their bid to be considered responsive. It also specifies that Vendors may not invoice for more than 6 hours per site visit for inspections, with hours billed rounded to the nearest quarter hour. Re-inspection costs are to be paid by the General Contractor to the Building Code Administrator. Detailed invoicing requirements are outlined, including the need to submit timesheets, calculations, purchase orders, and inspection-related forms.
