About this file
This document is a clarifying questions response issued by Clackamas County in Oregon regarding Invitation to Bid (ITB) #2026-42 for wastewater treatment plant landfill disposal services. The County is seeking disposal services for three distinct waste streams across three treatment facilities: the Tri-City Wastewater Treatment Plant in Oregon City, the Kellogg Creek Wastewater Treatment Plant in Milwaukie, and the Hoodland Wastewater Treatment Plant in Welches. The materials requiring disposal include grit and decant (936 tons annually in 2025), dewatered biosolids (2,219 tons annually in 2025), and spent hydrogen sulfide media from air scrubbing operations (12 cubic yards annually in 2025). The ITB is structured as a multiple-vendor award contract with a three-year term and an option to extend for one additional three-year period, with an anticipated start date of July 1, 2026. Bids are due June 3, 2026, at 2:00 PM PST via the BidLocker electronic submission portal, with a clarification request deadline of May 27, 2026, and a specification protest deadline of May 20, 2026.
Pricing must be submitted on a per-ton disposal rate basis on an FOB Destination basis with all taxes and delivery costs included, and the County estimates an annual disposal cost of approximately $500,000 with a total three-year budget allocation of $1,500,000. Annual escalation of the Basic Disposal Price is permitted and will be adjusted based on 100 percent of the actual percentage change in the Consumer Price Index (CPI) published for the first half of the immediately preceding year. Prevailing wage rates do not apply to landfill disposal fees as this contract is for material disposal only. The incumbent vendor is Waste Connections under contract with WES, though Republic Services has also recently provided services through a voucher system that is not preferred by the County. All prospective vendors must maintain professional liability insurance of at least $1,000,000 per occurrence with a $2,000,000 annual aggregate, commercial general liability of $1,000,000 per occurrence with a $2,000,000 annual aggregate, and automobile liability of $500,000 per occurrence. Bidders' responses remain binding for 120 days from submission, and the County reserves the right to request best and final offers during evaluation.
