About this file

This Invitation to Bid (ITB 2026-23) is issued by the Catoosa County Board of Commissioners in Georgia for the procurement of police vehicles. The County seeks sealed written bids from qualified vendors to supply one (1) 3.5L Ford Expedition Active 4x4 SUV and ten (10) 4-door SUV police package vehicles, with delivery to the Catoosa County Sheriff's Office at 5842 US-41, Ringgold, GA 30736, complete and ready to operate. Bidders may respond to individual vehicle line items or all vehicles. The ITB evaluates four vehicle types equally: Ford Expedition Active 4x4 with 3.5L V6 engine, Ford Police Interceptor Utility AWD with 3.0L V6 engine, Dodge Durango Pursuit AWD with 3.6L V6 engine, and Dodge Durango Pursuit AWD with 5.7L Hemi V8 engine. Two copies of sealed bids must be submitted by 2:00 p.m. EST on Thursday, November 19, 2026. Written inquiries regarding the bid must be received by 12:00 p.m. EST on Friday, November 13, 2026, with responses published on the County website by Monday, November 16, 2026. No pre-proposal conference is scheduled. The County reserves the right to make individual awards for each vehicle type or line item rather than awarding all vehicles to a single contractor. All bid submissions remain valid for sixty (60) days from the submittal deadline.

Bidders must provide unit pricing and delivery timeframes for each vehicle line item on the Bid Fee Form. Catoosa County reserves the right to accept the lowest responsive and responsible bid determined to be in the best interest of the County and may reject any or all bids. All applicable State of Georgia and federal laws govern the contract, which shall be interpreted under Georgia law with any litigation brought in Catoosa County courts. Respondents must submit satisfactory evidence of required federal, state, and local licenses and permits, a current Georgia business license or occupational tax certificate, worker's compensation and general liability insurance, and a W9 form. Non-collusion affidavits are required. Local vendor privilege applies to vendors meeting eligibility criteria—those within 4 percent of the lowest cost and with an established place of business in Catoosa County and at least two employees working there for six months or longer. Georgia product preference applies when reasonable and practicable. Contractors must comply with federal work authorization requirements per O.C.G.A. 13-10-91 and observe all pertinent safety practices, including OSHA compliance. The contractor assumes all responsibility for damages and injuries resulting from performance of work.
