SECTION 2. SCOPE OF WORK AND CONTRACT

INFORMATION

SEC. 2.01 SCOPE OF WORK – SPECIFICATIONS

TECHNICAL SPECIFICATIONS:

The following technical specifications identify the State of Alaska, Fish and Game, Division of Wildlife Conservation, (the State’s) requirements for a new 24-foot (Approx 26’ LOA) welded aluminum management/research vessel. The vessel will be used to support survey, inventory, and monitoring of game species in southern Southeast Alaska. We use this boat to access shore drop off locations which sometimes involves navigating through shallow waters. The boat must be able to cut through waves adequately while balancing the need for access to shallow waters. We commonly drop staff off on shore from the bow or anchor out and paddle kayaks into shore.

PERFORMANCE REQUIREMENTS:

The Contractor shall deliver a vessel that meets the following performance requirements:

The boat shall be equipped with a forward cabin providing reasonable accommodations for up to 6 people and gear storage. The aft deck will provide a minimum of 80 inches (length) of clear usable space.

The vessel and its components shall be suitable for operation in Southeast Alaska in all seasons. The vessel must successfully operate in the following environmental conditions: Ambient air temperatures: 80 deg F to 0 deg F, water temperatures between 30 deg F and 55 deg F., winds speeds between 0 and 40 knots, and wave heights between 0 and 6 feet.

The boat shall be constructed of highly durable marine grade materials, suitable for extended field operations by State management staff in Southeast Alaska waters. All components provided by the contractor shall be new.

The delivered boat will comply with all United States Coast Guard (USCG) requirements.

VESSEL AND CABIN ARRANGEMENT:

• The vessel shall have a fully enclosed watertight aluminum cabin located forward on the vessel with a sliding locking door to aft deck.

HULL:

• Length. Hull length (transom to bow) shall be 24 feet not including the extended transom engine bracket/swim step. Total length including the engine bracket to be about 26 feet.

• Beam Overall. Beam of the vessel should be between 102 - 107 inches depending on what is necessary for twin 150’s with a 20 hp kicker.

• Side Height. The side height shall be at least 36 inches.

• Aluminum. Hull plate and chines shall be at a minimum 1/4” and a minimum of 5000 series aluminum, sides shall be at a minimum 3/16” 5000 series aluminum or better, transom shall be at a minimum 1/4” 5000 series

9 Revised 3/7/2024 aluminum or better. Deck plate shall be a minimum of 1/8” diamond plated aluminum. Hull will have one to two running strikes depending on what is appropriate for build.

• Hull design will be modified V with between a 14-18 degree deadrise depending on what the builder believes is best to strike a balance between cutting through waves and having a shallow draft. The vessel will be designed with a self-bailing deck. Boat will be well suited for boating in inside waters and able to make shallow water drop offs on rocky shorelines, or beaching on gravel/sand.

• Front deck at gunnel height with storage space below accessible from cabin. Hand rails for walk around cabin to the bow, providing a walk through at the bow. Ideally, shape of bow at deck level will be designed to provide maximum room for standing. Small cleat welded to keel of the bow just above the bracket for hooking up the trailer winch hook, safety chain, and bow line, which acts as a foothold for getting on and off the boat from the tip of the bow. The cleat will be out of the way of the bow stop on the trailer where the keel of the boat rests.

Some sort of anti-slip material will be applied to top of cleat for grip.

• Continuous welds shall be utilized on all hull chines.

• Freeing ports/Scuppers. The vessel shall be provided with adequate scuppers located at the aft end of the vessel, in order to rapidly clear water off of the main deck. Scuppers on the stern will have a one-way flap or valve to prevent flooding when reversing.

• Engine Mounting. Engines shall be mounted on the engine bracket with space for a small ladder that can be folded up when moving, and folded down for entry to the boat from the water in an emergency. Ladder will be mounted on the port side of the engine bracket. A non-skid epoxy paint or equivalent should be applied to ladder steps for grip. The engine bracket should be covered with non-slip material. The engine bracket will be used to enter and exit kayaks and shall be provided with suitable mounting surface for two 150 hp Honda four-stroke outboards with appropriate shaft length and enough space for a 20 hp Honda kicker that does not hit trim tabs. All mounting surfaces and/or mounting brackets shall be specially re-enforced to handle engine loads and forces. Engine bracket length shall be 36 inches in length as measured from back of the hull transom, optimized for maximum engine performance and handling. Bids offering internal motor well or direct to transom mount engines will be rejected as nonresponsive.

• Transducer Brackets. One bracket on the back of the Engine mount.

• Transom door. Watertight door through the transom on the starboard side. This will allow easy access to get in and out of the water from a Kayak, to the engine bracket, and into the boat. Rials no less than one inch outside diameter will be mounted on both port and starboard sides of the transom running from the top of the gunnel down to where the transom meets the engine bracket with a space between the bar and the transom of 2-3 inches. Bars will be strong enough to bear the weight a 250 pound person leveraging their weight on the bar to pull them selves out of a Kayak or the water. Rails will be mounted parallel to the side of the boat, not perpendicular. Non-skid epoxy or equivalent should cover bars for grip.

• Storage. Built in storage on the transom (minus the door area) 16 to 20 inches in width for dual batteries along bottom section complete with access hatches and fish box type storage on upper section complete with watertight access hatch(es). One cut away section for access to racor water separator fuel filter and fuel tank valve manifold. Build in open storage on port and starboard sides of the aft end of boat along sidewalls.

10 Revised 3/7/2024

• Flush watertight access hatches to all void spaces under deck.

• Cleats. A minimum of six (6) 8-inch mooring cleats (3 port and 3 starboard) shall be installed.

• Automatic anchor with line, motor, etc., recessed inside bow storage area. Self-bailing if possible so water does not run into storage area and pool.

• Zincs. Two bolt-on hull zincs shall be installed to prevent corrosion on rear of engine bracket.

• Paint. Aluminum compatible non-skid epoxy or equivalent paint shall be applied to the main and fore decks, and the gunnel.

• Anti-fouling paint for reducing growth of algae on boat. Paint shall cover the entire bottom of boat up to natural waterline on side of boat. Color: blue

CABIN:

• Welded aluminum cabin, not to be less than 80 inches wide and 90 inches long, minimum 80 inch inside height at center. All welds must be watertight. Locking sliding door with window on aft side of cab centered.

• Cabin will be positioned forward with forward canted windows and windshield wipers mounted at the top of each window.

• Cabin roof will be equipped with full-length pipe handrails, no less than 1” outside diameter, port and starboard. Two additional full-length handrails inside cabin mounted overhead with a minimum clearance of 76 inches from the deck. Vertical handrail mounted next to door on inside back wall of cabin. Vertical handrails running from gunnel to roof will be mounted or integrated onto the aft starboard and port outside corners of the cabin. Rails will be suitable and strong enough to mount two kayaks on roof.

• No less than 10-inch-wide walk-around gunnels outside cabin. One small step on each side behind cabin for access to gunnel from back deck.

• Helm will be installed on starboard/forward side of cabin. The helm and controls will be positioned so boat can be comfortably operated while standing.

• Cabin material shall be at least 1/8” 5000 series aluminum. Inside surfaces covered with neutral colored suitable material (not carpet) to insulate and reduce condensation.

• Two or three forward facing windows, 1 or 2 windows on each side of cab with the forward window sliding, 2 fixed rear wall windows (one on port and one on starboard with on in sliding door).

• Sliding cabin door. Door shall include a fixed window, door handle, and be lockable with key included.

• All fixed windows to be rubber framed.

• All sliding windows to be aluminum framed and should lock in closed position.

• Seating in the cabin shall include 2 air cushioned (shock absorbing) seats positioned on forward port and starboard sides (captain and co-captain) in front and 2 center facing bench seats with storage, one on each side aft. Forward seats shall be mounted on raised pedestal, with storage underneath, so operator can sit

11 Revised 3/7/2024 comfortably and be at the same height as when standing. Foot rests will be mounted on bulkhead in front of front seats so operator and forward passenger can sit comfortably. All seats should be cushioned and fully upholstered.

• Passenger side glove box type compartment built into dash with handle above.

• Wallas 22GB Diesel 2.2kW Variable Power Forced Air Heater or equivalent heater, vented to outside, mounted in the cabin aft. All necessary hoses and regulator to attach fuel from storage located under floor with fuel cap integrated into gunnel with screw in watertight cap.
