About this file

Addendum #2 for Invitation to Bid (ITB) 2025-110 is issued by the Florida Department of Education's Bureau of Contracts, Grants and Procurement Management Services for Indoor Air Quality Assessments. The addendum extends the bid response due date to May 14, 2025, at 10:00 AM and provides clarifications to vendor questions about the solicitation. The bid seeks a contractor to perform comprehensive indoor air quality assessments, including preparation of remediation assessment specifications, oversight, and post-remediation testing for mold, microbial contamination, and asbestos in department-owned and leased buildings. No partial bids are acceptable, and bidders must provide detailed pricing for each specific test sample type.

The addendum emphasizes the need for precise, itemized pricing for various analytical services, including environmental bacteria tests, asbestos analysis, and other environmental assessments. Vendors are advised that while they can submit qualifications of firm/team members with their bid, the Department requires specific cost breakdowns to ensure clarity. The contract appears to be a potentially renewable agreement for as-needed assessment services, with the Department seeking flexibility in addressing indoor air quality concerns across its facilities. The bid includes provisions for diverse contractor participation and requires comprehensive documentation, including a signed addendum acknowledgment form.

Addendum #2

BID NO.: ITB 2025-110 Indoor Air Quality Assessments

This addendum is being issued to provide further responses for Answers to Questions submitted timely by vendors during the Question and Answers period and correct the email address on the Bid Registration and to extend the ITB response due date to May

14, 2025 @ 10:00 AM.

For further information on this process, you may contact Rhonda Forbes at 850/245-00075, e-mail address:

rhonda.forbest@fldoe.org (the correct email address is) rhonda.forbes@fldoe.org .

Please be advised all questions are keyed as submitted.

1. On pdf page 22, under Services, are we to break out separate prices for each type of sample, or provide one overall price for any of the above-listed sample types? For example, under environmental bacteria tests, should the price include water sampling and endotoxins in dust and coliform bacteria etc., or any one of those items? Can we provide a price per sample type of the above-listed items?

Answer: Please list each test price as it would apply to each specific test sample type. If your price list contains this, then include it in the bid. We need specific costs for the tests so there isn’t any confusion in what is covered by your bid.

2. Is there an available list or map of facilities with known abatement needs?

Answer: We currently do not have any facilities that need abatement.

3. Could you please provide a map or list of addresses per region of the DOE buildings to be included in this ITB?

Answer: The Department needs to establish a rate to perform various assessment on a as needed basis, to prepare remediation assessment specifications and perform remediation oversight and post-remediation testing on mold and/or microbial contamination and asbestos in department leased and owned buildings.

4. Vendor’s Bid Sheet, Attachment A, lists a number of services associated with sample analysis that are grouped together, including Mold, Asbestos, Environmental Bacteria

Tests, and Environmental Allergens. Specific analytes and/or analytical methods are also listed; however, laboratory analytical pricing for each analyte/method may significantly vary. Providing a single price per test for each group does not provide the best value to the State. Example: laboratory costs for asbestos bulk sample analysis by PLM is typically significantly lower than air or bulk sample analysis by TEM. Additionally, PLM analysis is more commonly used than TEM. As a result, the line-item bid cost for asbestos sample analysis might be weighted higher to account for higher-cost analysis.

A revised bid sheet with additional breakdowns for sample analysis will provide better value.

5. Please clarify that the submittal requires the transmittal letter, vendor’s bid sheet, and required forms only and does not include qualifications of the firm/team members?

Answer: When submitting the bid, you can supply the qualifications of the firms/team members in the bid for consideration.

6. Can the project locations be shared so that appropriate costs can be included in the pricing?

Answer: See the response to #3 above.

7. With regard to Bid No. ITB 2025-110 Indoor Air Quality Assessments, We have a question. Will partial bids be accepted? For example, can companies bid on the work specified for Mold & Microbial contamination and not the Asbestos, and vice versa?

Answer: No partials bids are acceptable. The bid must include all testing requested for the bid to be reviewed.

8. Are initial assessments for both asbestos and mold intended to be performed for every project? Because in Section 3.0 Intent of the ITB does not mention any assessments and in Section 6.0 Scope of Work first lines doesn’t mention performing assessments and, in this section and Section 6.1 Deliverables, where the assessments are discussed, they do not state the assessments are for mold or asbestos.

Answer: Please list each test price as it would apply to each specific test sample type. If your price list contains this, then include it in the bid. We need specific costs for the tests so there isn’t any confusion in what is covered by your bid.

9. Are assessments and specifications for just mold and asbestos? Because as mentioned above in bullet point 1, the hazards being assessed are not defined.

Additionally, in the Vendor’s Bid Sheet pricing for other hazards are discussed in Services.

10. Can we get clarification of the time requirements for the monthly oversight report?

In Section 6.1 Deliverables in the Oversight paragraph states that a monthly report must be provided on the first of each month. That would be quite difficult, if not impossible, to provide a report for a month that just ended the day before, especially if it requires recommendations and analytical results.

Answer: Accommodations can be adjusted for specific timing of the testing period.

11. Are contractors expected or compelled to use the mold and asbestos assessments performed by DMS for remediation/abatement specifications? In Section 3.1 it is stated that assessments have previously been performed for mold and asbestos by DMS.

Answer: Please follow the expectations listed in this bid concerning this question.

12. If a bidder is intending to use a subcontractor for a portion of the work, do they need to provide the list of subcontractors and the work they intend to perform as a subcontractor as part of this bid? The reason for this question is that in Section 4.29

Sub-Contracting it states that the subcontractor must be approved by the Department, by providing a list of subcontractors to the Department upon execution of the contract.

But in Section 4.28 Diversity in Contracting, it states that it is vital that small, minority, women-, and service-disabled veteran business enterprises participate in the state’s procurement process as both Contractors and sub- contractors in this solicitation.

13. Is the bidder to provide the price per test in the Services of the Vendor’s Bid Sheet for each of the analytes in the parentheses or a single price for any one or more of the analytes?

14. Are the Principal Scientist expected to be the CIH? The Certified Industrial Hygienist (CIH) is required for this bid, but there is no price per hour for them in the Vendor’s Bid

Sheet.
