About this file

This is an Invitation to Bid (ITB) 2023-157-DF issued by the City of Miami Beach for a Prequalification Pool of Contractors for Minor Projects. The city is seeking applications from qualified general contractors to participate in a pool for minor construction projects, defined as those under $300,000 as stipulated in Section 255.20 of Florida Statutes. Contractors must be State of Florida Certified General Contractors, State of Florida Certified Building Contractors, Miami-Dade County Licensed General Contractors, or Miami-Dade County Licensed Building Contractors. The prequalification is valid for five years, and the project types may include general construction, concrete work, decorative masonry, doors, drywall, fencing, carpentry, flooring, insulation, roofing, and structural steel erection.

The bidding process requires contractors to submit a comprehensive prequalification application (Appendix A) with detailed information about their business, including ownership, project history, and potential legal or financial considerations. Contractors must provide proof of bonding capacity of at least $500,000 from an A-rated Financial Class V Surety Company, maintain appropriate insurance coverage, and meet various ethical and legal requirements. While inclusion in the pool is not a guarantee of work, it provides an opportunity to submit quotes for minor projects as they arise. The city reserves the right to limit the number of prequalified firms and will evaluate bidders based on factors such as ability, capacity, skill, performance history, and compliance with laws and ordinances.
