About this file
This is a Technical Questions and Answers document for ITB-1352 District-Wide General Landscape Services issued by the Florida Department of Transportation (FDOT) for five Southern Counties: Charlotte, Collier, Glades, Hendry, and Lee. The contract encompasses landscape maintenance and installation services across multiple project sites within the district. Work scope varies by individual Landscape Orders of Agreement (LOA), with each LOA specifying the particular installation of plant materials, maintenance activities such as weeding and mowing, project limits, and required work items. The Department will provide plans or marked-up as-built plans identifying specific work requirements, and contractors will be responsible for site-specific maintenance during establishment periods as detailed in Contract Sheet A-9. Quarterly RLA inspections are not required under this contract.
Key operational details include that the Department/FDOT will continue to pay power bills for existing irrigation systems, while contractors are responsible for maintaining any newly installed irrigation components throughout establishment periods. For non-operational irrigation systems, contractors must provide watering during the establishment period. Removal of existing plant materials is a separate pay item from installation, with stump removal handled as a distinct line item to be specified by the Department based on project needs. Compensation for non-rate unit items is calculated as the unit base price plus material costs determined by market supply, as detailed in the Method of Compensation section on Bid Sheet B-2 and B-3, with a noted correction that item #206 should reference item #194 for Installation and 1-Year Establishment for Non-Rate Items.

SOUTH-DOT-ITB-26-1352-LE
DISTRICT-WIDE GENERAL LANDSCAPE SERVICES
Southern Counties: Charlotte, Collier, Glades, Hendry, and Lee
1. Will the grass and litter maintenance be held to only areas installed during work or the entire project site during our establishment?
A. Each LOA will identify the areas to be maintained.
2. Is this contract meant to be a mowing and weeding maintenance contract or installation of plant materials?
A. Each LOA will outline the specific installation of plant materials and may include weeding and/or mowing.
3. Will contractor be required to site inspections or evaluations prior to work order placement to determine which plants need to be replaced or installed or will the Department do all planning of work plan?
A. Each LOA will provide plans or marked up as-built plans that identify the work items.
4. Are the project limits defined by the work order produced under this contract or the original landscape construction plans?
A. Each LOA will clearly identify the limits of work.
5. Will the contractor be responsible for the existing irrigation system power bill or maintenance issues outside of the new project limits including maintenance on any well or pump items?
A. The Dept./FDOT will continue to pay for continued power to any irrigation systems where applicable. The contractor will be responsible to maintain any installed irrigation items that are included in an LOA. The contractor will be responsible to maintain any installed irrigation component throughout the establishment period per Contract Sheet A-9, No. 18.
6. Will the contractor be compensated to bring existing but non used irrigation systems back to a current state such as maintenance or removal of mold / organics in the lines?
A. Each LOA will outline specific work items required in relation to irrigation systems as applicable. Some
LOA’s may not include irrigation related items; and watering will be by contractor for the duration of the establishment period without the supplemental irrigation water supply.
7. Have existing irrigation systems been maintained since acceptance by the Department?
A. After the project Establishment Period and acceptance by the Dept./FDOT the irrigation systems are left intact with no on-going maintenance program. LOA’s may include irrigation work-items to restore an existing irrigation system; however, this will be determined on a case-by-case basis. Should there be no operational irrigation system the contractor will be responsible for watering during the establishment period as per Contract Sheet A-9, No. 16.
8. When a tree or palm is to be removed and replaced, is the removal a separate pay item or included in the replanting price?
A. Removal of any existing plant material called out in an LOA will be a separate pay item. This does not include material planted by the contractor under the LOA as remedial work as specified on Contract Sheet
A-12.
9. When completing a tree removal the stump is a separate pay item or included?
a. There may be times the department wants to leave the roots in place to help with erosion issues or to prevent from having "soft spots" along the right of way that excavation and replacement may create
A. The Dept./FDOT will identify in the LOA the specific type of removal by pay item; See Bid Sheet C-19.
10. Line item #189, will the contactor be compensated at the rate in the bid plus the cost of the lowest quote of plant material?
a. Unit base price + material costs per unit (to be determined by market supply) = billed amount
A. It seems you are referring to item #194 Installation and 1-Yr. Establishment for Non-Rate Item (SOUTH; ITB
1352), in which case please refer to the Method of Compensation Section VI Details of Non-Rate Unit
Items: Sheet B-2, B-3.
Note: There is a typo in the Method of Compensation, first full paragraph on Sheet B-3, in that item #206 should call out item #194 Installation and 1-Yr. Establishment for Non-Rate Item.
11. RLA Quarterly Inspections – will these be required?
A. No
