FIELD STREET TRANSMISSION LINE REBUILD EAST

RE: ITB No. 02-25 ADDENDUM NO. 01
Please note: The Utilities Commission, City of New Smyrna Beach, Florida, has adopted a new name “New Smyrna Beach Utilities” and corresponding logo, effective July 1, 2022. The New Smyrna Beach Utilities name will be used as the public, outwardly facing name of the organization.
We adopted this new name as a DBA however, our legal name, the Utilities Commission, City of New Smyrna Beach, Florida, remains. Adopting this new name has not changed anything in our ownership or operations.
The New Smyrna Beach Utilities is issuing the following addendum. As such it becomes an integral part of the proposal and must be acknowledged by the return of this signed form, with your proposal form, acknowledging receipt of the addendum.
1. What are the right-of-way / easement widths?
The Right-Of-Way / Easement for the project area varies but is predominantly 100’. NSBU has provided an as-built drawing for its 30” force main that was built in the majority of the project area for reference.
Note that some pole locations and pole numbers on the force main record drawing will differ from the Field Street Transmission Line Plan. Additionally, note the North arrow on the force main record drawings. The drawing is provided as a reference for Right-Of-Way widths.
In the project area that is not shown east of the 30” force main record drawings, NSBU was able to identify and locate plats showing old right-of-way widths of 100’. That said, there is no current survey verifying those widths and NSBU’s pole locations within the Right-Of-Way.
2. Can Holland Park be utilized to access the 4 poles between the bridges?
Per the City:
“Regarding the use of Holland Park for access, I believe we can accommodate this for limited access. Both bridges routinely see loads from large vehicles. While I understand the potential limitations for long wheel base to cross the bridge West of the park, we don’t want to see the park used indiscriminately for all vehicular access. There is curbing, wheel stops, sidewalk and landscaping that would most certainly sustain damage and would be expected to be restored. We recently had the lookout pier contractor for the City do the same.
Once you have an award or contractor would like to discuss the specifics of utilizing the park for access we can meet.”
Based on inability to get weight limitations on northwestern bridge, contractors shall bid the job as if accessing the poles between the bridges via Holland Park. At a minimum, matting must be used between the parking lot and south edge of pavement of the Multi-Use Trail where land is traversed with equipment (be it grass, sidewalk, etc.). Contractor shall bid the job to include the removal of necessary trees at Holland Park to gain access to the area. Contractor shall include in its restoration costs any damage in this area requiring work to bring the Park back to pre-construction condition including the replanting of any removed trees.
3. Can temporary poles be installed for dead-end pole change outs?
Yes. Additionally see answer on deadend pole relocation options.
4. Can the new dead-end pole be installed within 5’ of the existing pole instead of going in the same hole?
NSBU received verification from permitting side that poles can be set in a different location provided they are within 5’ of the existing pole (including deadends). Contractors shall bid the project as if only the deadend poles (both transmission and distribution deadends), span guy poles, and 3-phase distribution underbuild poles will be allowed to move within 5’ of the existing locations and not be placed in the same hole.
In these aforementioned locations where the contractor wants to relocate new poles within 5’, the contractor shall place a stake at the desired new pole location and have the new location approved by NSBU before relocating.
Any poles next to or along the multi-use trail must go back in the same hole regardless of framing/construction type.
5. What does “public notification” mean for the contractor to manage when it comes to the general public?
For work in the multi-use trail and/or Holland Park, a minimum of 2 weeks prior to starting work and continuing through construction completion, the contractor shall install two (2) DOT style instant message boards at the entrance points of the section of Multi-Use Trail construction will be commenced in that will notify the public of the pending construction activities along the Multi-use path and inform trail users that the trail will be closed to use during New Smyrna Beach Utilities construction activities. The rolling message shall list the start and end dates of the construction activities and supply a phone number to call with questions. The contractor shall physically barricade the Multi-use trail entry/exit locations, during the length of construction, to prevent public access to the construction area. The barricades shall be actively monitored and maintained to provide temporarily removal for construction equipment and material access but be immediately replaced after the equipment or material enters/exits the transmission right of way.
Note if multiple sections are to be closed simultaneously, then additional DOT style instant message boards and barricading shall be installed such that all sections are covered via notification signage and barricades.
6. What is the official re-energization time frame, outside of wire pulls?
The turnaround time for an emergency re-energization shall be 4 hours. This includes overnight hours and any days off the contractor shall take. If the contractor cannot meet the 4 hour duration prior to leaving each day or prior to taking a day off, the transmission line shall be left in a condition such that NSBU can re-energize it without performing any work on the transmission line (ie grounds must be removed and the transmission line in such a condition that there will be no safety hazards upon re-energizing).
7. What are the weight restrictions on the 2 bridges?
NSBU could not find information or confirm the weight limit of the bridge on the northwest side of Holland Park. The bridge on the north east side of Holland park has a weight limit of 20,000lbs.
8. Who is responsible for relocating the security cameras on the poles?
NSBU will relocate any security cameras that are installed on existing poles.
9. Will the contractor be responsible for temporary-ing the line every time we leave over a day off?
The turnaround time for an emergency re-energization shall be 4 hours. This includes overnight hours and any days off the contractor shall take. IE, if the contractor cannot be called in during overnight hours or days off and meet the 4 hour duration upon call receipt, the transmission line shall be left in a condition such that NSBU can re-energize it without any additional work needing to be performed by NSBU or the contractor. IE grounds must be removed, framing, structures, and connections in a condition that such that there will be no safety hazards upon re-energizing, etc.
10. Can the contractor work 7 days a week?
Yes, the contractor can work 7 days a week. The standard pre-approved working hours are as follows for the City of New Smyrna Beach:
Monday-Friday: 7AM - 7PM Saturday: 8AM - 6PM Sundary: 11AM – 6PM
That said, the City will allow 7AM – 7PM working hours for the weekend as well provided:
“The contractor uses discretion regarding work noise and light shed towards homes and no complaints are being generated for hours outside of those (pre-approved working hours), we can allow extending the work hours on weekends. If some special need arises that is well outside of that, please let us know as an after-hours request. We see these for large concrete pours that want to start at 3AM for example. I know concrete is not likely, but I could see possibly having lights or some oversized delivery trying to avoid daytime traffic, etc.”
11. Pole depth is the standard 10% plus 2’
Yes, this is correct.
12. Will New Smyrna Beach Utilities please provide conductor and static wire reel sizes (# FT of wire on each reel) if available?
795 Arbutus: 65” Diameter Reels; Conductor quantity per reel ranges from 4,960’-5,200’
3#6 Alumoweld: 24” Diameter Reel; Qty (3) reels of 3,400’ of conductor and Qty (1) reel of 1’000’ of conductor
DSA 3#10 Copperweld: 30” Diameter Reel; Qty (1) reel of 5,679’ of conductor
Standard 652 AAAC Reel Size: 67” ; Standard 652 AAAC Reel Length: 6,000’
Standard 4/0 AAAC Reel Size: 48” ; Standard 4/0 AAAC Reel Length 5,000’
13. It appears that there are metal poles and concrete poles that will be removed as part of this project. Will NSBU please provide existing pole heights and weights if available?
All existing wood poles requiring removal are either class 1 or class 2 poles and range from 70’- 95’.
The non-wood poles requiring removal have Shakespeare H2B75 pole tags. Per the manufacturer’s catalogue, these are 75’ composite poles with 2 sections. Additionally, per the manufacturer’s catalogue, Section 1 weighs 1,039lbs and Section 2 weighs 428lbs with the pole having a total weight of 1,467lbs.
14. What will be the turn-around time if an emergency re-energization of the Field Street transmission line is required?
The turnaround time for an emergency re-energization shall be 4 hours. This includes overnight hours should an emergency occur during night time hours.
15. Will NSBU please provide the conductor sag charts static sag charts?
NSBU will add sag and tension data to the plan set prior to the pre-construction meeting that will be held with the awarded bidding contractor.
16. We have not been able to determine the weight limit of the Multi-Use Trail bridges. Will equipment be allowed to utilize these bridges? What are the weight limits for trail bridges between P43 and P44 and between P47 and P48?
NSBU could not find information or confirm the weight limit of the bridge on the northwest side of Holland Park. The bridge on the north east side of Holland park has a weight limit of 20,000lbs.
Per the City:

17. Is any portion of the field st. transmission ROW shared with a gas main?
Per correspondence and photos with Florida Public Utilities, gas lines do intersect portions of the transmission ROW, but they don’t run within the transmission ROW parallel the transmission line. See provided PDF.
There is a New Smyrna Beach Utilities owned 30” force main that runs through the Transmisison ROW and it is imperative that the contractor not damage due to its critical nature. An as-built drawing of the this 30” force main has been provided for reference.
18. Is it permissible to install new pole locations 5'-10' offset from the existing structure locations? Dead-end poles, span guy poles, and tangents poles with distribution underbuild would immensely benefit from this relocation.
NSBU received verification from permitting side that poles can be set in a different location provided they are within 5’ of the existing pole (including deadends). Contractors shall bid the project as if only the deadend poles (both transmission and distribution deadends), span guy poles, and 3-phase distribution underbuild poles will be allowed to move within 5’ of the existing locations and not be placed in the same hole.
In these aforementioned locations where the contractor wants to relocate new poles within 5’, the contractor shall place a stake at the desired new pole location and have the new location approved by NSBU before relocating.
19. To confirm, will the GOAB switch will be fully de-energized during wire pulling operations?
Reviewing the location in more detail, everything on the entirety of the GOAB switch cannot be de-energized. All switch positions can be opened and locked out, but due to the inability to take an outage on the Airport Transmission Line, the jumper from the Airport Transmission line to the switch blade and thus that switch blade would be energized. See the provided PDF picture for more detail / visual illustration.
20. Loc. 73 does not call for guying on the pole framing detail table, is this accurate?
The pole framing detail table has been updated. See revised prints dated 11/22/24.
21. On the pole framing table, Loc. 68 shows 10x down guys, is this accurate?

22. Is there a structure list with pole weights and heights?
While weights are not given for new poles, see the pole framing table on Sheet EP-4 of the revised bid prints dated 11/22/24 to find new pole height and class ratings.

23. Will there be a continuous clearance for outages?
Yes, the intent is for there to be a continuous outage when the awarded contractor is ready to begin actual construction activities. That said, there must be a turnaround time of 4 hours for the contractor to have the Field Street Transmission Line ready to be energized in the event of an emergency.
24. Is it ok to energize wire in blocks during an emergency?
It will be permissible to energize wire in blocks should there be an emergency that requires the transmission line to be re-energized.
25. What type of wire is being removed?
Transmission Phase Conductor: 795 AAAC “Arbutus” Transmission Static Conductor: 3#6 Alumoweld
If the option to replace distribution conductor is activated:
3-phase Distribution Conductor: 652 AAAC phase with 4/0 AAAC neutral Single-phase Distribution Conductor: #2 AAAC phase with #2 AAAC neutral

27. How many fiberglass poles are on this line that the contractor is required to remove?
NSBU counted 9 fiberglass / composite poles for removal.
28. Cable Trench inside the service center substation drivable?
The cable trench inside the Field Street Substation is not drivable.
29. Will security cameras attached to structures located inside the service center be transferred by New Smyrna Beach Utilities?
The security cameras will be relocated/transferred by NSBU.
30. Does NSBU want any of the retired / removed material?
Upon further internal discussions, NSBU does want its old conductor and hardware. NSBU will set two dumpsters at the staging site. One dumpster will be for the contractor to place all the old aluminum conductor in and the other dumpster will be for the contractor to place all the old hardware/steel material in.
Any other material such as poles shall be the responsibility of the contractor to dispose of including the coordination of any additional dumpsters.

Colin, Not sure who the contact should be for this request, but New Smyrna Beach Utilities have a job out to bid for rebuilding a portion of our electric transmission line in New Smyrna Beach and got asked if there were gas lines located in the corridor as part of the bid questions that I need to try and answer. The bidders know they have to call in locates and y’all would participate/mark where your facilities are as part of that, but I’m guessing they are just curious what all they might have to work around.
I’ve attached a PDF map of the area in question. It is the old railway easement ROW where the multi-use trail is installed in. There is a section/portion east of the multi-use trail where we are rebuilding as well.
To my knowledge there aren’t any gas lines in our actual transmission corridor, but I would expect where the corridor crosses roads that there might be gas lines present.
