About this file
This Request for Proposals (RFP #23-51) is issued by the City of South Fulton, Georgia for the management and operation of the Merk Miles Citizens Convenience Center located at 3225 Merk Road, South Fulton, GA 30349. The facility, operated under an Intergovernmental Agreement with Fulton County, accepts non-hazardous solid waste materials including household trash, construction debris, yard waste, tires, appliances, electronics, and recyclables. The RFP requires proponents to provide all necessary labor, materials, equipment, supervision, and certifications to operate the facility, which currently processes approximately 40 tons of material daily from approximately 2,500 homes per week across six days of operation (Monday-Friday 8:00 AM-5:00 PM, Saturday 8:00 AM-1:00 PM, closed Sunday). A mandatory pre-proposal conference and site visit was held on August 31, 2023 at 9:00 AM. The proposal submission deadline was September 21, 2023 at 10:00 AM via BidNet Direct. The initial contract term is one year with two successive one-year renewal options available at the City's discretion under the same terms and conditions.
Proponents must have a minimum of five years' experience in solid waste management operations and must submit references demonstrating this capability. The cost proposal requires vendors to establish rates for residential and commercial waste disposal, specify pricing for tires, paint, and CRT televisions, and agree to a revenue-sharing percentage with the City from all gross revenues. The facility must operate as a 100% cashless operation with all fees collected via debit or credit card. The vendor is responsible for all operational expenses, permits, licenses, insurance, and equipment maintenance while generating sufficient revenue to make the facility self-sufficient with minimal City funding. Vendors must post performance bonds (100% of bid price), payment bonds (110% of bid price), and bid bonds (5% of bid price), and maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence), workers' compensation (statutory), and commercial auto liability ($1,000,000). The City reserves the right to award to one proponent, multiple proponents, or make no award, and may negotiate specifications, terms, and conditions with responsive proponents.

1. INTRODUCTION
The City of South Fulton operates Merk Miles Citizens Convenience Center through a Memorandum of Agreement (MOA) with Fulton County at the address at 3225 Merk Road. This facility is part of the buffer zone required for the adjacent closed landfill.
This facility temporarily closed on July 1, 2023. Day to Day was a turnkey operation performed by a vendor. It will be open Monday, Tuesday, and Thursday through Saturday.
