Online via web browser training license to educate and qualify military and civilian personnel in cyberspace operation skillsets, cyber fundamentals, cyber security, cyber threats, malware analysis, advanced persistent threat (APT) toolkits, and ethical hacking. The contractor shall provide NIST/NICE training tracks and the ability to create custom training tracks tailored for the unit’s members. At least 1 lab per quarter should map to a recent Cyber Vulnerability and Exposure (CVE) or Advanced Persistent Threat (APT). New labs will cover a variety of difficulty levels from foundational to advance.

Annual

IT Support for any technical issue with training software. Must be able to respond to issues within 24hrs.

Evaluation Criteria:

Evaluation for this acquisition will be based on the Lowest Price Technically Acceptable (LPTA). Price will be evaluated based upon the lowest price proposed. Technical Acceptability will be evaluated based upon the offeror confirming the following technical specifications of the Commercial Online Training Software requirement: the purpose of the commercial training platform requested is to educate and qualify military and civilian personnel working in the 352d Cyberspace Operations Squadron (352 COS) with the capability to accommodate enterprise training platform licenses to support 50 simultaneous users of 352 COS in cyberspace operation skillsets, cyber fundamentals, cyber security, cyber threats, malware analysis, advanced persistent threat (APT) toolkits, and ethical hacking IAW the topics listed in Performance Work Statement (PWS), Attachment 1 and and the NICE Framework Objectives listed in PWS, Attachment 2.

Interested vendors shall provide a list of topics along with curriculum/objectives that meet the needs of the Government as outlined in the PWS with submission of RFQ.

Provide at least two (2) references for services provided within the past three (3) years of solicitation date of issuance. The following information must be provided for each reference:

Award will be made to the lowest priced offer that meets the minimum needs of the Government IAW attached Performance Work Statement (PWS).

Contractor shall be registered in SAM in order to be eligible for award. Registration is free and can be done online through www.sam.gov.
