5. Identification of the Justification Rational, (FAR 8.405-6(c)(2)(iv)):
The statutory authority as implemented in FAR 8.405-6(a)(1)(i)(B) which states: Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. MDA’s requirements are unique and highly specialized because they require extensive knowledge of the inner workings of not only the Federal government but also the defense industry.
The contractor must be able to access classified information, provide in-depth insight into supply chain research, not cause program interruption, and provide the services necessary to network and workshop with other IT professional. The services required by MDA demand a source that has multiple years of experience with Department of Defense (DoD) offering resources that include strategic planning, data and analytics programs, cloud computing and cyber security. MDA’s requirements cannot be met by any another vendor.
Gartner Inc., has been a solution to provide for DoD for over 15 years. No other company currently has the same level of DoD specific expertise and knowledge. MDA would be without the expert research and advisory services needed to manage its complex, highly technical IT portfolio, putting MDA and many DoD and DoD programs at risk of not meeting performance requirements, not meeting schedule commitments, and

not meeting budget constraints if Gartner was not the chosen vendor. Gartner hosts the largest IT-related symposiums and technical seminars in the world with participation by global technology providers and attendance by both Government and commercial Chief Information Officer (CIOs) and technical personnel.
The market research, as described in paragraph 7 below, validates that Gartner Inc. is the only source capable of providing this unique and highly specialized service at the level of quality required by MDA.
6. Determination of Best Value, (FAR 8.405-6(c)(2)(v)):
I have determined that the order represents the best value to the Government consistent with FAR Part 8.404(d). GSA has already determined the prices of services under schedule contracts to be fair and reasonable. A discount to the GSA schedule pricing will be requested. Additionally, per DFARS 2014-O0011, Class Deviation – Determination of Fair and Reasonable Prices When Using Federal Supply Schedule Contracts, as the ordering activity contracting officer, I will make a determination of fair and reasonable pricing for this individual order using FAR 15.404-1 proposal analysis techniques. By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value.
7. Description of Market Research Conducted, (FAR 8.405-6(b)(2)(vi)):
Market Research was conducted in May 2020 and was conducted through GSA Schedule, vendor websites and previous subscription/relationship with The Corporate Executive Board (CEB) which was acquired by Gartner. Products and services under the previous contract to CEB (HQ0147-19-F-5009) were exceptional and this effort would expand on those products and services.
During the market research in reviewing the GSA/FSS data and contacting knowledgeable Government personnel, MDA CIO Executive Staff) regarding commercial nature of this requirement and standard industry practices in this area of products/services for the new requirement. There were three potential vendors identified in the research: Gartner Inc., . It was determined that the other vendors, did not offer required services that included but not limited to the following:
Only Gartner offers a software search tool with actual live professional analysts to assist in performing research and peer-to-peer interaction.
does not have the volume of analysts that Gartner has (lowest client-to-analyst ratio).
Garner offers continuing education, while the other vendors do not.
