Justification and Approval for Other than Full and Open Competition

This document is a Justification and Approval form for contracting without full and open competition, issued by the Library of Congress Office of the Chief Information Officer under Plan ID 2027-CIO-0184.

The Library of Congress seeks to extend four existing multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for IT Life Cycle Support Services. The extension covers a modification to contracts LCLOC21D0002 (Accenture Federal Services LLC), LCLOC21D0003 (Artemis Consulting), LCLOC21D0004 (CGI Federal Inc), and LCLOC21D0005 (MILCOR Corp), extending the period of performance from October 31, 2026 through April 1, 2027. The original contracts were awarded in April 2021 for services including IT systems operation and maintenance, network planning and support, database management systems support, communications and messaging platforms, collaboration platforms, systems monitoring, endpoint device management, datacenter operations, cloud operations and management, Independent Verification and Validation (IV&V) services, customer education and training, and software quality assurance and testing. The justification for single-source contracting without competition cites an unusual and compelling urgency: the Library awarded replacement IT Operational Support Services IDIQ contracts in August 2026, which were subsequently protested to the Government Accountability Office (GAO). Since a GAO decision is not expected before the October 30, 2026 expiration of the existing contracts, the extension prevents service lapses critical to Library operations. The contracting officer determined prices are fair and reasonable based on historical pricing from the four IDIQ contracts, and both the Competition Advocate and Head of Procurement Activity approved the modification.

Justification and Approval For Other than Full and Open Competition

Plan ID Number: 2027-CIO-0184

Form Updated 4/14/2023

Justification & Approval For Other than Full and Open Competition

As a legislative branch agency, the Library is subject to the competition and advertising requirements of 41 U.S.C. § 6101. Like the Competition in Contracting Act and the FAR, 41 U.S.C. § 6101 does not require competition when a contracting officer certifies that only one source or brand-name item is available, when dictated by public exigency, or when otherwise authorized by law.

This document sets forth the justification and approval for award of a contract or order by means providing for other than full and open competition per 41 U.S.C. § 6101, LCR 7-210, and, as applicable, FAR 6.302, FAR 13.106-1, FAR 8.405, and FAR 16.505. Contracting without competition shall not be justified on the basis of a lack of advance planning or concerns related to availability of funds.

This form shall be used to support instances where competition will be limited to a single source, a limited number of sources, including where a brand name product is required.

Plan ID Number: 2027-CIO-0184

Form Updated 12/10/2025

The Library awarded four (4), multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for IT Life Cycle Support Services in April of 2021 with ordering periods from 05/01/2021 through 04/30/2026, and a maximum aggregate amount of all task orders that could be issued under all IDIQ contracts of $150,000,000.00.

The Library initiated a procurement for new replacement multiple award IDIQ contracts for IT Operational Support Services and planned to award prior to the end of the period of performance of the old IDIQ contracts. The solicitation was issued on 12/08/2025 and received 76 proposals 01/05/2026. The Library extended the period of performance of the four existing IDIQ contracts from 04/30/2026 to 10/30/2026 due to the evaluation of the large number of proposals.

The Library awarded five (5), multiple award IDIQ contracts for IT Operational Support Services in August of 2026 with ordering periods from 08/05/2026 through 08/04/2031, and a maximum aggregate amount of all task orders that could be issued under all IDIQ contracts of $150,000,000.00. The awards were protested to the Government Accountability Office (GAO), who is currently reviewing the claims. A decision is not expected to be made before the end date (10/30/2026) of the existing IDIQ contracts. GAO’s decision is anticipated to be made by November 25, 2026. Therefore, the Library requires an additional extension of the IT Life Cycle Support Services IDIQ contracts in order to continue the services. The extension will allow the Library to continue these services without having a lapse of services.
