About this file

This is a Sole Source Authorization (SSA) request form submitted by the Idaho State Police to the Idaho Department of Administration, Division of Purchasing, for the procurement of Qiagen DNA instruments and reagents. The request seeks authorization to purchase exclusively from Qiagen for a five-year term beginning in fiscal year 2027. The specific products requested include the QIAGEN EZ1/EZ2 DNA Investigator Kits (48 units), QIAGEN extraction consumables, reagents, and related materials necessary for operation of the laboratory's validated QIAGEN EZ1 extraction system used by Idaho State Police Forensic Services for DNA sample extraction and processing. The requestor, Olivia Sorenson (208-884-7033, olivia.sorenson@isp.idaho.gov), submitted the form on August 20, 2026, with approval and posting intended by the Deputy Administrator on August 26, 2026. The form was submitted as a new request after the lapse of a previous sole source authorization that expired following 2021.

The anticipated total cost for the five-year contract term is $750,000.00. The Idaho State Police justified the sole source procurement by establishing that QIAGEN is the sole manufacturer and exclusive distributor of the proprietary EZ1&2 DNA Investigator Kit and related extraction system supplies, with no viable alternatives that could meet current operational needs without requiring thousands of dollars in costs and months of validation work that would interrupt DNA testing operations. Prior sole source authorizations (SSA16057-02 from 2018, SSA21025 from 2021, and SSA21025-01 renewal from November 2023) were attached as supporting documentation. The Division of Purchasing intends to post notice of this determination and will accept challenges from interested vendors within five business days of the IPRO notice closing date, in accordance with Idaho Code section 67-9232(4).

A solicitation has been completed and my Agency wishes to award contracts to multiple vendors for the same or smilar property (Multiple Award Authorization)

My Agency wishes to administer or award a solicitation at a dollar amount above its normal Delegated Purchasing Authority (Limited/One-Time DPA)

The property required is available on one or more open contracts, but my Agency wishes to purchase from a different vendor. A solicitation is being developed (by my Agency under its DPA or in conjunction with DOP) and my Agency wishes to limit responses to a specific manufacturer/brand name (I.e. no substitutions). (Note: this option assumes that multiple vendors can offer the identified brand name; otherwise, select the option for exemption from competition to request a Sole Source Authorization (Brand Name Only)

A solicitation has been completed and there is a need to negotiate with one or more vendors. (Authorization to Negotiate)

My Agency is seeking to purchase directly from an identified vendor without completing a solicitation OR wishes to perform a level of competition that is less formal than would typically be required. (Various exemptions-additional questions to follow) mailto:olivia.sorenson@isp.idaho.gov

Additional Questions*

There is an immediate threat to public health, safety, or welfare (Emergency Purchase Authorization)

The required property can only be procured from a single supplier (sole manufacturer and distributor) (Sole Source Authorization)

Business Need* Describe the Agency's business need for the requested property https://adminrules.idaho.gov/rules/current/38/380501.pdf

Maintain DNA testing operations by obtaining QIAGEN extraction kits and supplies required for the validated QIAGEN EZ1 system currently used by ISP Forensic Services. These supplies are necessary to continue processing forensic DNA samples without interruption.

This field has a 300 character limit

Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?

The requested property is unique because it consists of QIAGEN products specifically designed for and compatible with the QIAGEN EZ1 extraction system currently validated and in use by Idaho State Police Forensic Services. The EZ1&2 DNA Investigator Kit is proprietary to QIAGEN and is the only kit authorized for use with these instruments. QIAGEN has confirmed that the requested products are exclusively manufactured and supplied by QIAGEN.

Use of an alternative product or extraction system would not meet the Agency's current business need because the laboratory's existing EZ1 system is validated specifically for these QIAGEN products. Implementing a different extraction system would require a new validation process that would cost thousands of dollars, require months of work, and interrupt DNA operations during the validation period.

Therefore, the requested QIAGEN products are the only property identified that can meet the Agency's need while maintaining the laboratory's current validated DNA testing operations.

Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?

We reviewed the existing sole source authorization history. This requirement had previously been approved as a sole source, but the authorization was not renewed after 2021. The lapse in authorization was an administrative oversight and does not reflect a change in the availability or uniqueness of the required products.

No alternative products were identified that could be substituted without changing the laboratory's validated extraction system. The EZ1&2 DNA Investigator Kit is specifically required for the existing QIAGEN EZ1 system, and QIAGEN confirms that the applicable products are exclusively manufactured and supplied by QIAGEN.

A replacement extraction system would require a new validation process, which the Forensic Services DNA Technical Lead estimates would cost thousands of dollars, require months of work, and interrupt DNA operations during that period. Therefore, the identified QIAGEN products are the only source that meets the Agency's current business and operational needs.
