ISP - Cortexflow Digital Camera System
This is a Sole Source Authorization Notice from the Idaho Department of Administration, Division of Purchasing, on behalf of the Idaho State Police (ISP) for the procurement of a Cortexflow digital camera system from Fernico, Inc. The procurement is conducted under Idaho Code section 67-9221, with the Division of Purchasing determining that Fernico, Inc. is the only vendor qualified to provide the Cortexflow system. The challenge period for this sole source procurement closes five business days after August 25, 2026. Any interested vendor may file a challenge to this sole source authorization in accordance with Idaho Code section 67-9232(4) by submitting timely notice to purchasing@adm.idaho.gov within the specified timeframe.
No specific pricing information, contract term length, renewal options, set-asides, incumbent vendor details, or funding source documentation is provided in the available file materials. The procurement is structured as a sole source authorization, indicating that the Division of Purchasing has determined competitive bidding is not applicable due to the unique nature of the required Cortexflow system and Fernico's exclusive qualification to supply it.

Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?
The Cortexflo digital camera system is uniquely designed for the documentation of physical and sexual abuse evidence during sexual assault examinations. The system combines camera functionality with specialized software that allows collection nurses to independently capture, review, enlarge, organize, and securely store photographic evidence as part of the examination process.
The system immediately displays captured images on a touch screen, allowing the collection nurse to review images and identify details that may not initially be visible to the naked eye. It also archives and digitally secures the images, preserves the chain of custody, and encrypts the data for secure storage and use in court proceedings. The system facilitates efficient photo review and allows authorized users to review photographic documentation.
These integrated capabilities are specific to the Cortexflo system and support the Agency's need for secure, accurate, and efficient documentation of sexual assault evidence. The prior sole source authorization identified that no other vendors were able to provide this equipment. Replacing the Cortexflo system with a different product would not provide the same combination of evidence documentation, image review, secure storage, encryption, and chain-of-custody functionality required by the Agency.
Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
The Agency reviewed the available sources for the Cortexflo digital camera system and obtained a sole source letter from Fernico, Inc., the manufacturer/source of the Cortexflo system. The sole source letter confirms that the Cortexflo system and its specialized equipment are only available through Fernico, Inc.
The Agency has not identified another vendor capable of providing the Cortexflo equipment required to meet its business needs. Alternative general-purpose cameras or photographic systems would not provide the same specialized functionality and integrated capabilities necessary for sexual assault evidence collection, including immediate image review, secure digital storage, encryption, and preservation of the chain of custody.
Based on the Agency's review and the manufacturer's sole source certification, no alternative property or supplier has been identified that can meet the Agency's requirements. The Fernico sole source letter is included as supporting documentation for this request.
