About this file
This is a Notice of Intent to Sole Source for an Information Technology Management Support Services contract. The U.S. Army Mission and Installation Contracting Command - Fort Hood (MICC-FH) intends to award a sole-source contract to H2 Direct LLC to provide IT management support services at White Sands Missile Range (WSMR), New Mexico. The requirement encompasses maintaining the Army's Information System infrastructure, including servers, workstations, notebook computers and peripherals, tablets, switches, routers, software, cloud technology solutions, multi-function devices, desktop printers, virtual private networks, communications security systems, web services, cybersecurity operations, and intrusion detection systems.
The Government is pursuing this acquisition under Title 10 U.S.C. 2304(c)(1) as a sole-source award because insufficient time exists to conduct a competitive procurement, onboard a new vendor, validate complex system data, obtain required personnel security clearances, and provide adequate orientation prior to the current contract's expiration. The notice explicitly states that no formal solicitation will be posted and that this publication is for informational purposes only. However, interested and capable parties may submit capability statements via email to the point of contact, Reonel Delacruz (reonel.t.delacruz.civ@army.mil), and the Government will evaluate these submissions to determine whether a competitive procurement strategy is feasible. No specific response dates, award dates, or pricing information are provided in this notice.

Agency: U.S. Army Mission and Installation Contracting Command – Fort Hood (MICC-FH), 3600 Darnall Loop, Fort Hood, TX Notice Type: Intent to Sole Source / Synopsis Intended Awardee: H2 Direct LLC, Point of Contact: Reonel Delacruz @ reonel.t.delacruz.civ@army.mil
1. Description of Requirement This requirement provides Information Technology (IT) Management Support Services to maintain the Army’s Information System (IS) infrastructure throughout White Sands Missile Range (WSMR), NM. One of the major mission of Enterprise Services is to manage and maintain the IT infrastructure and manage the IT assets, including but not limited to: servers, workstations, notebook computers (including all peripherals), tablets, switches, routers, supporting software, Cloud Technology solutions, multi-function devices (MFDs) and desktop printers, Virtual Private Networks (VPNs), Communications Security (COMSEC), public-facing and internal web services, Cybersecurity (CS) Operations, Intrusion Detection Systems (IDS), and a wide variety of other IT services. This award will ensure the continuation of these critical services, and the core scope of work remains unchanged from the predecessor contract would create unacceptable operational delays.
2. Sole-Source Justification This acquisition is being pursued on a sole-source basis under the statutory authority of Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." There is insufficient time for the Government to conduct a competitive acquisition for this interim bridge contract, onboard a new vendor, validate complex system data, obtain required personnel security clearances, and provide adequate orientation to ongoing test activities prior to the current contract’s expiration. Introducing a new vendor at this stage would result in severe degradation of test support during the transition period. No other vendor source possesses specialized equipment or fully cleared, trained personnel that are immediately available to sustain these highly technical, continuous mission requirements. Awarding another vendor at this juncture would create unacceptable operational delays.
3. Notice of Intent This synopsis is published for informational purposes only and does not constitute a Request for Proposals (RFP). A formal solicitation will not be posted.
4. Capability Statements & Subcontracting Although a sole source award is intended, interested and capable parties may submit a Capability Statement.
· Review Process: The Government will evaluate submitted Capability Statements to determine whether a competitive procurement strategy is feasible. The decision to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
· Submission: All capability statements, inquiries, or responses regarding this notice must be submitted in writing via email to the primary Point of Contact (POC) listed above.
· No phone inquiries will be entertained. Reponses shall be made in writing via email to the attention of reonel.t.delacruz.civ@army.mil.
5. Disclaimer There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
