About this file

This Single Source Justification (Simplified Acquisition) document details the Air Force Civil Engineer Center's (AFCEC) requirement to purchase a five-year International Organization of Standardization (ISO) custom standards collection subscription renewal for the Department of the Air Force Environmental Management System (EMS). The estimated contract cost is $132,335.00, with a base year and four one-year option periods. The subscription includes an extensive collection of ISO standards related to environmental management, covering versions from 1999 to 2018.

The justification emphasizes that ISO is the sole owner of these proprietary standards, with the American National Standards Institute (ANSI) being the exclusive distributor in the United States. Market research was conducted using various databases, confirming that no other company can provide these specific technical publications. The Department of the Air Force is legally required by DoDI 4715.17 and DAFI 32-7001 to maintain an EMS aligned with ISO standards. The document notes that AFCEC will continue to evaluate other vendors and publications through ongoing market research to ensure the government receives the best value at a fair and reasonable price.

The Department of the Air Force (DAF) is required by DoDI 4715.17 and DAF Instruction (DAFI) 32-7001 to maintain Environmental Management Systems (EMS) for all of the agency's appropriate facilities. The DAF EMS program is required to be in conformance based on the International Standards Organization (ISO). ISO has developed, produced and owns all the intellectual property and rights to the proprietary data necessary to support this requirement;

therefore no other companies have access or rights to proprietary data unless expressly approved by ISO. ISO has a distribution network of the international standards instituted in over 161 countries, in which the organization has designated a sole distributor within each country. American National Standards Institute (ANSI) is the sole distributor of ISO standards within the United States and owns the exclusive rights to sell and distribute such publications to third party entities.

Market research was conducted utilizing commercial and government databases such as www.beta.SAM.gov (formally known as FedBizOpps), Google, FPDS-NG, Dynamic Small Business Search, EZquery and GSA Advantage! in order to locate sources capable of providing the technical publications under the ISO custom standards collection. Other credentialed standards, besides the ISO standards, were located via market research; however, the ISO custom standards collection was specifically required within the DAFI requiring that the EMS must align with the ISO standards to ensure that the EMS sustains and enhances mission capability throughout the Air Force. Therefore, it is concluded that no other company is capable of providing the required technical specifications necessary to fulfill the

Government's need and ANSI does not have any authorized dealers or resellers within the continental United States.

Until it is determined that AFCEC is required to change to another EMS standard, the ISO custom standards collection subscription will continue to be the only technical publication capable of meeting the Department of the Air Force's need. To ensure the above is met, AFCEC will continue to evaluate the capabilities of other vendors and publications through continuing market research and meeting with other vendors and the demonstrations of their products to determine viability of those products. Continued efforts in this regard will ensure the Government is receiving the best value at a fair and reasonable price ensuring the Government utilizes the most efficient and economical means possible.
