JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
(JOFOC)
For iSiteCMP Enterprise License – 80TECH26QA050
1. Federal Acquisition Regulation (FAR) 6.104-1(a)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”
This document is a justification for other than full and open competition prepared by
National Aeronautics and Space Administration (NASA) IT Procurement Office (ITPO).
The procuring agency is the NASA, and the contracting activity is ITPO.
2. FAR 6.104-1(a)(2) – The nature and/or description of the action being approved:
This justification provides the rationale for contracting by other than full and open competition to award a sole source Blanket Purchase Agreement (BPA) to MSM Group, Inc.
for the purchase of iSiteCMP Enterprise License from MSM Group, Inc. (MSM) for the Agency. MSM is the publisher and sole provider of iSiteCMP (“iSite”), a cloud-based Software-as-a-Service (SaaS) platform for contract administration. NASA requires an Enterprise license to support its mission needs.
3. FAR 6.104-1(a)(3) – A description of the supplies or services required, to meet the
Agency’s needs (including the estimated value):
NASA has a need to continue to provide iSiteCMP as an enterprise solution to assist with the contract administration efforts for contracts across the Agency. iSiteCMP is a comprehensive contract administration system (CAS) that provides end-to-end contract administration, work planning and monitoring, and resource management to effectively perform the initiation, planning, execution, monitoring, reporting and closeout of contracts and tasks orders, including performance metrics, risk management, document management, deliverables management, financial management, customized reporting, and agency specific reporting for both the NASA and Contractor communities. NASA requires the iSiteCMP service to provide a site license for configured instances across NASA with unlimited users and help desk support, and full off-site management and configuration services to set up workflows, load data, configure parameters, conduct training, set permissions, manage security groups, develop customized training materials, defining custom reports or development requirements.
The period of performance for the BPA will be a 60-month ordering period from 07/01/2026 through 06/30/2031 . The potential contract ceiling value is estimated to be .
4. FAR 6.104-1(a)(4) – An identification of the statutory authority permitting other than full and open competition:
The statutory authority permitting other than full and open competition for acquisitions using the procedures in FAR subpart 12.102(b), Table 12-1 is 41 U.S.C. 1901.
5. FAR 6.104-1(a)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The rationale supporting the use of 41 U.S.C. 1901 is that only one responsible source and no other supplies or services will satisfy agency requirements as described below.
iSiteCMP is a specialized, FedRAMP-authorized SaaS platform uniquely designed to support federal contract administration. It integrates lifecycle management, workflow automation, centralized data, and government-focused collaboration tools into a single system, providing capabilities tailored to federal acquisition processes and not available through any other commercial product. MSM Group, Inc. is the sole developer and exclusive provider of the iSiteCMP platform and its Enterprise License, making MSM the only responsible source capable of delivering the required functionality and access to this proprietary system.
As the cloud-based architect, developer, servicer, and distributor of iSiteCMP, MSM wholly owns and controls the platform. The system was originally identified in FY15 through extensive market research and was competitively acquired using a NASA contract vehicle to standardize NASA Langley Research Center’s approach to contract administration. Since then, iSiteCMP has become an essential Agency tool, providing end-to-end contract administration support for seven Enterprise contracts (mandatory for four Enterprise IT contracts) and eight additional Center contracts, and currently supporting all Office of the Chief Information Officer (OCIO) enterprise contracts awarded after July 2021.
NASA’s adoption of the iSite Contract Management Platform (iSiteCMP) has eliminated the repeated, high cost and operational disruption previously experienced whenever contractors introduced their own proprietary Contract Administration Systems (CAS). Historically, each new CAS required approximately 1,360 labor hours and an average investment of $86,560 for workforce retraining, security assessments, new process development, and reporting setup. By moving to a single, Agency‑wide solution, NASA has avoided these recurring costs and achieved substantial improvements in standardization, data quality, and administrative efficiency.
Since its deployment in 2015, iSiteCMP has delivered significant mission and operational benefits. NASA‑specific modules—such as the automated funding obligation capability, 533M/533Q financial reporting generator, performance evaluation module, and custom approval workflows—have reduced Contracting Officer, COR, Contractor, and Resource Analyst workload by hundreds of hours each year. Real contract examples show dramatic decreases in manual Purchase Request creation, including reductions from 800 to 32 PRs on one contract and from 2,700 to 192 on another.
iSiteCMP is the only CAS with NASA‑tailored functionality and is fully FedRAMP authorized—a mandatory requirement for any cloud service managing federal data. NASA has invested years of effort in supporting iSite’s FedRAMP authorization, maintaining a Moderate Authorization to Operate (ATO), and developing extensive custom features and training resources for its expanding user base. The system currently supports approximately 3,800 users across fifteen contract instances.
Changing systems now would require retraining thousands of personnel, migrating extensive historical contract data, delaying acquisition schedules, and rebuilding NASA‑unique capabilities in a new CAS. These actions would create significant operational disruption and duplicate costs that cannot be recovered through competition.
6. FAR 6.104-1(a)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applies:
A notice to the Government Point of Entry (GPE) website (Sam.gov) was published on January 15, 2026, in accordance with FAR part 5. This posting informed potential sources of NASA’s intent to award this sole-source BPA to MSM Group, Inc. The results of this synopsis are summarized in Section 10 below.
7. FAR 6.104-1(a)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The contracting officer’s signature on this document indicates that the contracting officer has determined that the anticipated cost to the government will be fair and reasonable. The contractor must be required to submit a quote to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable.

The price reasonableness can be established through a comparison of the established market price and historical pricing. NASA has pricing history for these items previously purchased that were determined to be reasonable. In addition, the contracting officer shall request a current commercial price list to confirm the reasonableness of the pricing offered.
8. FAR 6.104-1(a)(8) – Description of the market research conducted, and the results, or a statement of the reason market research was not conducted (e.g., urgent, and compelling requirement):
Market research was conducted to identify commercially available contract lifecycle management (CLM) and enterprise contract oversight systems comparable to iSite CMP and to assess whether any could reasonably support NASA’s contract management and program oversight needs. This review identified several commercial CLM products—including CobbleStone Contract Insight, SAP Ariba, Jaggaer, DocuSign CLM, Icertis Contract Intelligence, and ContractWorks—that offer standard capabilities such as contract repositories, configurable workflows, alerts, reporting, version control, and basic metadata management. These systems are commonly used across industry and, in some cases, within government for routine contract administration.
However, although similar in concept to iSite CMP, these platforms do not provide the specific capabilities required to support NASA’s mission-driven contract management environment. They lack native support for federal acquisition regulations, government surveillance workflows, programmatic oversight functions, and NASA-unique data structures, reporting outputs, and enterprise interfaces. Replicating these capabilities would require substantial customization, integration work, and long-term sustainment, introducing significant risk, cost, and potential misalignment with established NASA processes.
Additionally, many of the systems reviewed do not consistently meet federal security requirements such as FedRAMP Moderate authorization or provide ATO-ready deployment environments. Even when partial compliance exists, these solutions typically lack the end-to-end security posture necessary for NASA procurement and oversight systems without considerable additional effort.
Based on this research, while several commercial CLM tools exist, none provide the combined federal acquisition alignment, NASA-specific functionality, enterprise integration, and security compliance inherent in iSite CMP. As a result, these platforms are not considered viable alternatives for meeting NASA’s contract management and oversight requirements without incurring significant technical and operational risks.
To verify distribution channels, MSM Group Inc., the developer and owner of iSiteCMP, was contacted and confirmed in a sole-source letter dated January 13, 2026, that it is the exclusive provider of all iSiteCMP products and services. MSM Group Inc. further clarified that iSiteCMP is a proprietary product of MSM Group Inc. and is available solely through the company; it does not authorize any resellers or third-party distributors. Based on the results of market research, MSM Group Inc. is the only source capable of meeting NASA’s requirements by providing the iSiteCMP software suite, as no alternative suppliers or authorized distributors exist.
9. FAR 6.104-1(a)(9) – Any other facts supporting the use of other than full and open competition:

10. FAR 6.104-1(a)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:
A notice of NASA’s intent to award this sole-source action was synopsized on the GPE website (Sam.gov) per FAR part 5 (See Section 6 above).
The only company which expressed interest in writing to the SAM.gov Notice of Intent was ARO Tech Systems Group LLC. On January 22, 2026, the COR confirmed that ARO Tech Systems Group LLC only provides Microsoft cloud and business platforms, focusing on digital transformation, workflow automation, and enhancing data visibility (database specialization). ARO’s platform does not meet the contract administration system requirements needed for this effort.
11. FAR 6.104-1(a)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
