About this file

This is a Request for Proposal (RFP) issued by Spring Lake Public Schools, a Michigan school district, for the winterization of district-wide sprinkler systems and athletic facilities across five campuses. The project encompasses winterization services at the High School Campus, Alternative Education Campus, Middle/Intermediate School Campus, Holmes Elementary Campus, and Jeffers Elementary Campus, involving the blow-down of irrigation systems, drainage of hot water heaters, removal of flush valves, application of anti-freeze, disconnection of water lines, and removal of algae queens from water sources. Sealed proposals were due by September 30, 2019, at 2:00 p.m. and were to be submitted to Liz Boeve, Director of Operations, at the district office located at 345 Hammond Street, Spring Lake, Michigan 49456. Bidders were required to conduct site visits to familiarize themselves with project locations by contacting Marian Karell prior to submission. A minimum of three references from Michigan contractors with similar experience was required. Proposals were to remain valid for 90 days from submission, and the district reserved the right to conduct oral presentations or interviews with selected contractors to clarify proposals.

The district did not establish a specific contract award date within the RFP timeline. Selection criteria included company qualifications, pricing, service quality, product quality, references, and overall value, with cost being an important but not sole determining factor. All contractors were required to obtain comprehensive insurance coverage prior to commencing work, including workers' compensation, general liability with minimum limits of $500,000 per person and $1,000,000 per occurrence for bodily injury, and automobile liability insurance. The contractor was responsible for furnishing all necessary equipment, maintaining site cleanliness, managing debris removal, and assuming liability for any property damage caused during work performance. The proposal amount was to be inclusive of all anticipated work and expenses, with the successful contractor to be selected based on a comprehensive evaluation of qualifications and value rather than price alone.
