About this file
This document is a set of Questions and Answers related to a pre-solicitation for a Simulated Media Environment & Software Application Support contract for the Federal Aviation Administration (FAA).
The key details are:
- The FAA requires a vendor to build, manage and execute a simulated media environment for its biannual Cybersecurity Incident Response Process 2025 (IRP25) exercise. This includes developing a secure, user-friendly platform to play mock newscast videos, replicate media events, and coordinate simulated media content.
- The vendor must also provide IT software application support services, including training/system demos, user account/permission management, and real-time scenario event scripting for approximately 160 FAA users.
- All deliverables must be completed by July 2025, but the budget is flexible if justified.
- The solicitation number is IRP25_MARKET_SURVEY and the contract opportunity is a pre-solicitation from the FAA Technical Center.

Market Survey Questions and Answers 9/11/2024
1. Does it invoice the development of "simulated media environment"?
Answer: The proposed budget includes the development of a “simulated media environment”.
2. Does the FAA have any preferred tools or software for media content creation and management?
Answer: No
3. What are the specific technical requirements or platforms for developing the simulated media environment?
Answer: The platform should be secure, user friendly, able to play mock Newscast videos, replicate events with a full suite of fake media applications, i.e., social and traditional media, press room, blog, online newspaper, and TV news channel in a centralized location. All simulated media content on the platform should be completed by July 2025. During exercise execution continually synch/coordinate all of the simulated media injects with FAA to ensure any timing or content adjustments in the larger exercise are also reflected in simulated media content. At the completion of the cyber exercise FAA data needs to be sanitized.
4. What kind of training materials and support are expected for the FAA staff using the simulated media environment?
Answer: Application Training: Provide training/system demonstration, management of configuration control, and application helpdesk services to the end user of the applications during the exercise. Multiple training is to be conducted virtually with varying numbers of attendees. Training materials should include written instructions in MS Word, MS PPT, and Adobe PDF for logging on to and navigating the platform (locating simulated media content and posting content), as well as verbal and visual demonstrations. Applications Support: Manage all user accounts and permissions for approximately 160 users. Provide access to applications, testing, upload content (agreed upon by the government) and troubleshooting support to the end user of the applications. Additionally, script real-time simulated scenario events (injects) on the platform.
5. Is there any flexibility in the timeline or budget for the project?
Answer: No flexibility in timeline, deliverables must be completed by July 2025. Budget is flexible if justified.
