About this file

This is an Iran Free Procurement Certification Form (BOP-1701) issued by the Pennsylvania Department of General Services Bureau of Procurement for contracts worth $1,000,000 or more. The form requires vendors to certify they are not on the current list of persons engaged in investment activities in Iran created by the Pennsylvania Department of General Services. Published on January 26, 2017, this form provides two options for vendors: certification that they are not on the investment activities list, or documentation of an approved exemption.

The form outlines penalties for false certification, including civil penalties equal to the greater of $250,000 or twice the contract amount, contract termination, and three-year ineligibility to bid on contracts. Vendors must complete either Option #1 (Certification) confirming they are not on the Iran investment activities list, or Option #2 (Exemption) providing documentation of an approved exemption from DGS under Section 3503(e) of the Procurement Code.
