About this file
This document is a Questions & Answers file for the Enterprise Training Infrastructure Project Scope Study and Feasibility Analysis Request for Information (RFI) issued by USCP (United States Capitol Police).
The RFI seeks market research and acquisition planning input regarding a proposed scope study and feasibility analysis for enterprise training infrastructure. The study is intended to build upon findings from a Training Facilities Requirements Assessment (TFRA) completed in-house by USCP in April 2026. USCP does not intend to release the TFRA with the current RFI but may provide it as Government-furnished information in a future RFP. The responsible agency for any resulting architecture and engineering (A&E) and/or construction services contracts has not yet been determined. Key study considerations include establishing an appropriate planning horizon for workforce projections and training demand, determining whether to provide Government-furnished data including the Learning Needs Assessment and training schedules in native machine-readable formats, and defining final deliverable requirements for analytical models and workbooks. USCP welcomes industry recommendations on planning horizons, methodologies, deliverable formats, and whether the study should evaluate distributed, virtual, or simulation-supported delivery approaches alongside traditional physical infrastructure options. The planning horizon for the study has not yet been finalized, and final deliverable requirements have not been established.

Enterprise Training Infrastructure Project Scope Study and Feasibility Analysis Questions & Answers
Number Question USCP Response
1 After reviewing the opportunity, we understand the proposed effort is intended to build upon the findings of a recently completed Training Facilities Requirements Assessment (TFRA). To help industry better understand the level of effort and develop informed responses, please provide any additional information regarding the completed TFRA, including:
• Whether the TFRA was developed in-house or via contractor services. If the latter, provide name of the firm that performed the TFRA and the associated contract number or procurement vehicle.
• The period of performance and completion date.
• Whether an executive summary, redacted report, or key findings document may be made available to industry.
• Any limitations on the future contractor's use of TFRA data and deliverables
• Development: The TFRA was developed in-house by USCP; no contractor or procurement vehicle was utilized for its development.
• Completion: The TFRA was completed in April 2026.
• Availability: USCP does not intend to release the TFRA as part of the current RFI. If a resultant RFP is issued, the USCP may provide the TFRA as Government-furnished information in connection with that RFP.
• Use of TFRA Data and Deliverables: Any limitations or conditions governing the selected contractor's use of TFRA data and associated deliverables will be identified, as applicable, as part of a future solicitation and resulting contract.
2 Is this activity considered a new requirement or a follow-on to an existing contract?
If there is an incumbent, would you be able to share the vendor’s name, and the contract number?
This RFI is for market research purposes only.
3 The RFI states that USCP does not have authority to enter into contracts for architecture and engineering services or construction. Which agency (for example the Architect of the Capitol or GSA) is expected to hold any resulting contract, and will responses to this RFI be shared with that agency?
The responsible agency for a future procurement for A&E and/or construction services has not yet been determined.
4 Will the future solicitation permit an A/E prime to name a specialty subcontractor for demand, throughput, and workforce projection modeling and for decision-support analytics, and will that subcontractor's qualifications be evaluated as part of the team?
This is an RFI for market research and acquisition planning purposes only. If a solicitation is subsequently issued, solicitation-specific questions will be addressed at that time.
5 Does USCP intend to evaluate responses from non-A/E firms that offer only the analytical and decision-support portion of the SOO (requirements validation, alternatives comparison, executive decision support), either as teaming partners or as a separately scoped task?
This is an RFI for market research and acquisition planning purposes only. If a solicitation is subsequently issued, solicitation-specific questions will be addressed at that time.
Enterprise Training Infrastructure Project Scope Study and Feasibility Analysis Questions & Answers
6 Will the Learning Needs Assessment (LNA) and existing training schedules be furnished at award, and in what format (native spreadsheets, PDF, database export)? Native, machine-readable formats materially reduce the time needed for requirements validation.
USCP anticipates making relevant existing planning and requirements information available to the selected contractor as Government-Furnished Information, as appropriate and permissible. This may include the LNA and available training schedule data. If a solicitation is issued, the specific documents, datasets, and formats to be provided would be identified at that time. Where available and appropriate, USCP will consider providing data in native or machine-readable formats to support analysis.
7 What planning horizon does USCP use for workforce projections, and should the study adopt the same horizon for enterprise training demand?
The planning horizon for the study has not yet been finalized.
Industry input regarding an appropriate planning horizon and methodology is welcomed as part of the RFI response.
8 Does USCP expect the study to consider distributed, virtual, or simulation-supported delivery of curriculum elements as a way to reduce physical facility demand, or should alternatives be limited to physical infrastructure options?
USCP does not intend to unnecessarily constrain the alternatives analysis to traditional physical infrastructure solutions. Respondents may identify distributed, virtual, simulation-supported, hybrid, or other approaches where they could materially affect facility requirements or demand.
However, the anticipated study remains focused on identifying and evaluating the infrastructure necessary to support USCP training requirements.
9 Will the demand and throughput model, alternatives scoring workbook, and other analytical products be required as native, editable deliverables so USCP can update them after the study closes?
Final deliverable requirements have not yet been established.
USCP is considering whether analytical models, workbooks, and supporting products should be provided in native, editable formats to support Government use and future updates following completion of the study. Industry recommendations regarding appropriate deliverable formats, documentation, and Government usability are welcomed as part of the RFI response.
