STATEMENT OF WORK
INDUSTRIAL PROCESS WATER TREATMENT SUPPLIES AND SERVICES
FLEET READINESS CENTER SOUTHEAST
1.0 SCOPE
The content of this Statement of Work (SOW) describes the requirements for Industrial Process Water Treatment Supplies and Services for the Fleet Readiness Center Southeast (FRCSE). The contractor shall provide all personnel, equipment, tank supplies, transportation, materials, supervision, and other items necessary to deliver activated resins contained within the appropriate vessels. The Government will be responsible for the actual hookup and installation of the vessel and all plant operations. The Contractor is not authorized to install or place portable vessels in service.
1.1 Background
FRCSE is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. Many of the rework processes generate hazardous industrial process water. This industrial water will require treatment prior to being discharged or reused as Non-Potable Water (NPW). FRCSE requires supplies that fit current plant configurations to support the water treatment operations. This SOW defines the requirement for industrial process water treatment supplies required by FRCSE. Building 780 utilizes two (2) treatment operations for industrial wastewater treatment. Batch Fenton Reaction is used first to oxidize incoming constituents contributing to Chemical Oxygen Demand (COD). The batch is then processed for metals by precipitation. Batches are transferred to an equalization tank for metals polishing via ion exchange technology. The second treatment line utilizes ion exchange technology. This system specifically targets hexavalent chromium, from a single waste stream, prior to interdiction into the bulk waste stream. All industrial waste converges at the equalization tank before final treatment using ion exchange. Water from the equalization tank is single passed through several ion exchange vessels to produce NPW, which is collected in a separate tank for reuse or disposal.
Building 794 utilizes point source treatment processes for complex cyanide removal and deionizing water production. Rinse water containing complex cyanide is treated using ion exchange technology prior to introduction into the bulk waste stream. Incoming process water to B794, NPW or domestic, is precondition for chlorine and organics prior to being filtered through the reverse osmosis unit. If the reverse osmosis units fail, the incoming B794 process water will pass through ion exchange vessels to produce the American Society for Testing and Material (ASTM) IV required to process water. Building 799 has one (1) treatment operations for industrial wastewater treatment. Industrial wastewater can be treated using traditional metals precipitation with a chromium 6 to chromium 3 pretreatment conversion step. Rinse waters that are acceptable will be directly sent to the equalization tank. All industrial waste converges at the equalization tank before final treatment using ion exchange. Water from the equalization tank is single pass through several ion exchange vessels to produce NPW, which is collected in a separate tank for disposal into the municipality wastewater collection system.
To sustain production operations, each treatment plant requires specialized, contractor provided tank systems as described in the requirements section. The demand for the specialized tank systems are determined through organic chemical analysis of the water in use to treat aircraft components. The results of the chemical analyses provides determination for when the resins require replacing.
2.0 APPLICABLE DOCUMENTS
FRCSE industrial process water contains various levels of Resource Conservation and Recovery Act (RCRA) Metals. The contractor will be responsible for adhering to all RCRA regulations during any phase of providing the required supplies.

When a holiday occurs on a Saturday, Federal employees are normally granted the previous Friday as the holiday observance. When a holiday occurs on a Sunday, Federal employees are normally granted the following Monday as the holiday observance. There are occasions when the FRCSE reduces operations in conjunction with the following holidays: Thanksgiving Day, Christmas Day, and New Year's Day, which encompass additional non-holiday workdays and weekends. When such a notice is given, the contractor shall modify their support level for the reduced operations.
4.0 TECHNICAL REQUIREMENTS
The contractor shall deliver, pick up and dispose of carbon and ion exchange resin tanks in accordance with task order quantities. The new contractor shall provide starting quantities that match the current configuration (reference SOW Attachment 2), plus onsite spares. The starting quantities and onsite spares shall be delivered no later than ten (10) calendar days after receipt of BPA award and/or initial BPA call. Due to the uncertainty of the quantities required for the new Treatment Plants, a five-year Blanket Purchase Agreement (BPA) is recommended. The BPA will establish a maximum order limit during the five-year period. Individual BPA Calls will be placed to meet industrial water treatment supply demand requirements. If the contract is awarded to other than incumbent, the new contractor shall provide the starting quantities that match the current configuration (reference SOW attachment 2) plus onsite spares. Delivery of all portable vessels and connectors and hoses shall be coordinated with the Technical Point of Contact (TPOC) and shall commence ten (10) calendar days after receipt of the initial BPA call. The incumbent vendor will be required to pick up all existing tanks and the new awardee (if applicable) will deliver fresh vessels with resins or GAC as specified in the SOW paragraph 5.1. The portable IEX and GAC will be organized into the appropriate configurations at all eight (08) treatment locations identified in Attachment 2. The requirements for the eight (8) specific configurations are described in paragraphs 4.1-4.7. All configurations must be compatible with the current connection configurations identified in Attachment 3. Under normal operations, the contractor shall be required to deliver replacement system vessels within 10 days of BPA call placement. Delivery at the listed address within ten (10) calendar days is considered a standard order. Emergency Orders – To prevent loss of production, emergency orders will require the contractor to delivery emergency replacements within 72 hours (three business days), or a timeframe agreed upon by both parties. The Government estimates that about two (2) emergency orders will be required per year. No monthly rental fee shall be charged for these vessels.
If the contractor is unable to deliver within the ten (10) day window, a case-by-case extension may be granted with prior communication to the TPOC. Reasonings such as acts of God, adverse weather, and inability to provide heated transport are examples of justifiable reasons.
The BPA requirement will be as follows:
