GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES: The Government will provide the information, facilities, property, and equipment as outlined below.

3.1. Utilities: All utilities in Government facilities will be available for the vendor’s use in performance of duties outlined in this PWS.

3.2 IPTV Provided Infrastructure: . The Mark Center Enterprise Internet Protocol Television (IPTV) system design defines a technical approach that employs an enterprise perspective; addressing scalability, flexibility, security and service capabilities that meets all of the government’s stated requirements.

The Mark Center, as part of its construction, currently contains a broadcast redistribution head-end comprised of an IPTV gateway, an ATSC antenna, 50 receivers, and an antenna array to receive broadcast signals. The contractor is required to support delivery of programming content to the head end by providing coordinates to correctly orient the antennas, as well as provide information and guidance in programming the receivers to properly resolve the satellite signals, if utilized. Additionally the contractor will provide licensure to the Government for rebroadcast of the signals exclusively throughout the 4800 Mark Center campus using their data infrastructure to the set-top-box (STB).

Two satellite dishes mounted on the roof of the West Tower and an ATSC antenna mounted on the roof of the East Tower are provided to receive digital satellite system (DSS) content and television broadcasts, if necessary. These signals route through RF processors to convert RF over Coax to RF over fiber-optic cable. From there the fiber-optic cable is routed through a series of over-head cable trays and through riser pathways to the Consolidated Server Room (CSR) for distribution within the IPTV head-end.

The head-end equipment includes Integrated Receiver Decoders (IRDs), Free-to-Air satellite reception, ATSC OTA local television (TV) broadcasted stations, and the IPTV Media Gateway (MGW) that encodes and combines video signals into an IP stream. The system is deployed with processing hardware for 50 channels and can be expanded by adding IRDs, additional Encoder and I/O boards in the MGW chassis, or by remote contribution over IP.

The head-end also contains four applications running in virtual environments on a VMware server for managing subscriber data and middleware, the IPTV Content GbE Switch that places User Datagram Protocol (UDP) multicast streams on the Black network for viewing by authorized users, and a server with 1TB of expandable Redundant Arrays of Independent Disks (RAID) storage to support Video on Demand (VoD).

A HDTV display with set-top-box (STB) on a rack-mounted shelf with a rack-mounted keyboard/video/mouse (KVM) is provided for head-end testing and maintenance within the CSR. This equipment is used to verify and troubleshoot the health of channels, sources, and signal paths. Remote management of the IPTV system is performed in the Network Operations Support Center (NOSC, Room B2E13).

3.3. Information Technology Assets: The Government will provide access to appropriate government regulations, instructions, policies, presentations, software, best practices, and lessons-learned documentation required for performance of each task. All government furnished information and government furnished software shall be returned to the Government upon completion of the PWS.
