Question #QuestionCBP's Response
When was AI COI established?CBP established the AI Center of Innovation in 2022.
Thank you to the CBP leadership for this industry day. Could you perhaps expand on the AI Guardrails and specifics on possible applicable standards in the AI Center of Innovation (COI)? For example are there any thoughts on guardrails like model scans, classfying AI risk and meeting the M-24-10 requirements? Would the CBP team be receptive to some thoughts on how to use NIST AI 600-1 as a baseline for risk assessment? Thank you again!CBP is still working on refining processes and standards for responsible AI. These will be included in future procurements as appropriate. CBP welcomes feedback from industry on recommendations via CBPBusinessConnection.cbp.dhs.gov.
AI adoption is a big challenge. Does the CBP workforce have the AI and data literacy to support your mission?Like all government offices, CBP is continually assessing our capabilities and limitations when it comes to training. With AI, particularly Generative AI, being such a new innovation we are working to assess our current abilities and future training needs.
How is CBP planning to address the OMB requirement for Testing and Eval for AI? I ask as we are currently pioneering the T&E of LLMs for CDAO (DoD) and would be happy to share what we have learned together about bias, real capabilities, and model overfit.CBP is reviewing all OMB requirements and working to define standards for CBP. CBP welcomes feedback from industry on recommendations via CBPBusinessConnection.cbp.dhs.gov.
Is there a forum for a two way conversation for industry to demonstrate current AI capabilities and get feedback?CBP Business Connection Portal at https://cbpbusinessconnection.cbp.dhs.gov/vmp?id=vmpindex
Mr. Madhugiri - I believe I heard you say that the AI models being offered and/or developed by the large CSPs may satisfy 75%+ of CBP's AI known AI needs. Could you pls clarify if this is correct and, if so, what are the implications for industry outside of the CSPs? Thank you.Cloud service providers are a core component of CBP's AI solutions, however, we welcome feedback from all of industry to satisfy our AI requirements.
What are the possibilites that CBP can apply money savings to the mission's AI initiatives --- after migrating/upgrading from expensive legacy technologies to cheaper fully capable innovative modern technologies?CBP is always looking for opportunities to do things both cheaper and more effectively in the hopes of enhancing other parts of our 24/7/365 operations. We are looking to leverage AI to both enhance the mission and create efficiencies where applicable.
Hi there, how can industry partners get access to your data for AI development purposes?CBP data is not publicly available.
Can anyone speak to any current or future plans to develop APIs, ontologies, and knowledge graphs?OS PARE has been pushing for the use of ontologies that conform to one higher standard (Basic Formal Ontology) as the foundation of machine-readable knowledge graphs that connect our data through logical relationships, thereby making our data and systems truly interoperable.
Has CBP explored or implemented a data driven workforce strategy through education and training? Operators and those at the pointing end of execution are critical in establishing the base for a solid data linage as data movies through the data pipeline and into AI/ML models.Data Strategy Goal 4.

At CBP, our data governance efforts are driven by our Data Strategy developed with stakeholders and in compliance with relevant federal guidance. This strategy guides CBP’s ongoing data modernization and infrastructure improvements through its four strategic goals; one of which hinges on the development and empowerment of a skilled workforce to use data responsibly and ethically to make informed decisions. As each of CBP's 60,000+ employees play a critical role in leading, implementing, and maintaining effective data management, we are committed to employing and supporting a proactive data-centric workforce and providing training and educational opportunities.

Who is the right person to engage with in CBP Office of Training & Development on their AI requirements?I encourge you to reach out to CBP offices through our Business Connection Portal to engage with CBP on your training program offerings.
Do all AI pilots and testings get vetted through the AI COI?They do not. Only programs managed or overseen by the AI COI. However, all programs are vetted through the Office of Information and Technology and more formal guidance on program initiation is currently under development.
