About this file
This document is a Judiciary Procurement Program Limited Sources Justification (LSJ) for financial support services from CGI Federal, Inc. The procurement is for Intra-Governmental Payment and Collection (IPAC) and International Treasury Services (ITS) transaction processing, with an estimated nine-month duration and value. The Administrative Office of the US Courts' Financial Operations Division, Payment Management Branch requires daily operational support including transaction processing, customer service responses, and disbursement reconciliation.
CGI Federal was selected as the sole source due to their existing experience with the Judiciary's financial systems, specific knowledge of federal accounting operations, and familiarity with the Momentum financial application. The justification emphasizes the tight nine-month deadline and the complexity of onboarding a new vendor, noting that market research identified two other potential firms but determined they lack the necessary system-specific knowledge. The program office intends to compete this requirement in future long-term contracts, and the Contracting Officer will seek price reductions consistent with guidelines.

JUDICIARY PROCUREMENT PROGRAM
LIMITED SOURCES JUSTIFICATION (LSJ)
This acquisition is being conducted under the GSA Multiple Award Schedule Program (See FAR 8.401)
1. Agency name, contracting activity and requesting office (provide identification of judiciary organization requesting the procurement, i.e., Administrative Office of the US Courts, department, office OR court unit or federal public defender organization)
Administrative Office of the US Courts, Department of Administrative Services (DAS) - Financial Management Office (FMO) - Financial Operations Division (FOD) - Payment Management Branch
(PMB)
2. Nature and description of the action and the estimated dollar value of proposed procurement
Financial Support Services specifically the Intra-Governmental Payment and Collection (IPAC) processing and the International Treasury Services' (ITS) Wire Payment processing.
The estimated dollar value is for nine months of work (three months remaining on the current option period and six-month extension).
3. Description of supplies/services required to meet judiciary needs
Provide daily operational support for the processing of IPAC and ITS transactions, respond to all related customer service inquiries, and reconcile all disbursements through reconciliation and transaction analysis.
4. Basis for limiting sources/Authority
Brand Name/Items peculiar to one manufacturer - FAR 8.405-6(b) and Guide Vol. 14 § 310.50.66 An urgent and compelling need exists and following competition procedures would result in unacceptable delays - FAR 8.405-6(a)(1)(i)(A) and Guide Vol. 14 § 310.50.63(a)(1)
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized - FAR 8.405- 6(a)(1)(i)(B) and Guide Vol. 14 § 310.50.63(a)(2))
In the interest of economy and efficiency, the new work is a logical follow-on to an original FSS order provided that the original order was placed in accordance with the applicable FSS ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures - FAR 8.405-6(a)(1)(i)(C) and Guide Vol. 14 § 310.50.63(a)(3)
5. Supporting rationale (explanation of the unique nature of products/services being procured, contractor's unique qualifications, or other factors supporting use of the authority cited)
JUDICIARY PROCUREMENT PROGRAM
CGI Federal, Inc. is uniquely qualified to accomplish the financial support services needed to process the Intra-Governmental Payment and Collection (IPAC) and International Treasury Services (ITS) transactions due to their current experience and execution of similar services under order
USCA23F1003.
Under the current order, CGI Federal provides financial support, analysis, and business services to support transaction analysis, transaction processing, data analysis, and summarization, technical assistance in devising new or revised accounting policies and procedures, classifying accounting transactions, special studies to improve accounting operations, and responding to helpdesk calls related to operational inquiries. Requirements include having knowledge and experience of federal accounting operations, policies, principles, guidelines, requirements, and the Treasury Financial Manual (TFM) plus working knowledge of Microsoft Office Products (Excel, Teams, Access, Word, Outlook, etc.), of federal financial systems, specifically with the Momentum ® financial application, and perform the identified tasks with TFM, Judiciary Policy, and generally accepted accounting principles. Under this LSJ and corresponding modification, CGI Federal will be required to still accomplish the above as well as have a working knowledge and experience with federal disbursement and reconciliation processes for IPAC and ITS transactions.
The Financial Operations Division, Payment Management Branch has a very tight deadline of nine (9) months to complete the federal disbursement and reconciliation of IPAC and ITS transactions. CGI is uniquely qualified to meet this deadline because they are already doing a portion of the work required to meet the full execution of the IPAC and ITS transactions. The part of the services that is missing is the disbursement and reconciliation of the IPAC and ITS transactions. CGI Federal is fully immersed in financial support services under the current order; therefore, adding the additional requirement of federal disbursement and reconciliation of IPAC and ITS transactions provides consistency and continuity to the entire payment process. Competing this additional work would cause major delays in meeting the current required mandated deadline. Conducting competition itself would result in at a minimum of 45 days contracting process, plus additional time to bring a new contractor, if not the incumbent, onboard and train the new contractor on the Judiciary financial system, policies and procedures. The mandated deadline would never be met based on what is required for a full competition plus contractor onboarding and up to speed to execute the transactions as required in such a short timeframe. CGI Federal is able to incorporate this additional requirement into their current workload seamlessly under the current order.
6. Description of market research conducted among schedule holders and the results, or explanation why market research was not conducted
While market research identified two other firms that may be able to provide similar services, they do not possess experience working with our specific financial tools and systems nor have knowledge of our internal policies and procedures. There isn't sufficient time to compete the requirement in order to acquire an adequate level of support services without extended delays in training required perform these services. The Period of Performance for this effort is only for 9 months. No other company could provide these types of services without the proper training or inside knowledge of our systems and processes. Providing this training and knowledge to another vendor would unnecessarily delay critical work during this short period of performance.
JUDICIARY PROCUREMENT PROGRAM
7. Actions, if any, the judiciary may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made
The program office intends to include further performance of these requirements after the 9 months on a long-term competed contract. This will allow for competition in future acquisitions for the same type of support, thus eliminating the barriers to competition.
8. Confirm that the Contracting Officer has sought a price reduction consistent with Guide Vol. 14 § 310.50.40(c) (Required for purchases exceeding the GSA Simplified Acquisition Threshold ($250,000)
The Contracting Officer will seek a price reduction consistent in accordance with Guide Vol 14.
