1. Requisition number and title: REQ # CPS-2114-21-0019 Recreational Off-Highway Vehicle (ROV) Floorboard Debris Penetration Proof-of-Concept Testing

2. Description of the Supplies and Services Required:

Testing services: Autonomous Testing of ROV floorboard debris penetration utilizing robotic control of the vehicle; Primary Testing of ROV floorboard debris penetration using a sled-type platform capable of impacting a rigid object onto ROV proof-of-concept floorboards that are installed onto a simulated, fully-loaded ROV. Forces, accelerations, speeds, and deformations shall be measured for each test.

Supplies: Data acquisition systems, high speed digital camera video recording technology, sled-type test rig, sample ROVs, sample ROV floorboards, sample ROV floorboard accessories, all necessary software to conduct the above services, and other tools necessary for accomplishing the above testing services.

Supporting Services: Report writing, Data Analysis/Reduction, Design of proof-of-concepts, Meetings with CPSC staff.

5. Description of effort made to ensure that offers are solicited from as many potential sources as practical:

CPSC conducted market research and was unable to identify any sources that would be able to re-produce the existing facilities and test equipment to match those currently used by SEA Limited (SEA) to ensure compatibility and integration of existing data.

7. Justification for sole source (not competing the requirements):

CPSC awarded 61320620F0037 for testing of ROV floorboard penetration testing in fiscal year 2020 to SEA. The current requirement is an expansion of the testing done under 61320620P0037, and must be able to be combined for analytical purposes with the data provided under that contract. Awarding to any other contractor would require extensive validation of their facilities and test rig to confirm that their data would be able to integrate with the existing testing data prior to being able to accept any data delivered.

SEA has unique experience and expertise in the testing of Recreational Off-highway Vehicles (ROVs). In 2011, SEA was awarded contract CPSC D-11-0003 to perform various physical testing on ROVs. In that contract, SEA developed unique test equipment that were essential to testing ROVs. Subsequent contracts were awarded to develop a unique laboratory crash and rollover test facility that can autonomously propel an ROV or ATV (all-terrain vehicle) along a track, while collecting high speed video, vehicle speed and acceleration.

SEA has developed test methods and equipment to operate ROVs autonomously, i.e., testing ROVs with robotics instead of human drivers. Since the nature of the autonomous testing sought for this requisition can potentially injure human drivers, where rigid objects can puncture the ROV floorboard and impale the occupants, it is essential that the driver-less testing be done autonomously, as this method would enable test personnel safety, accuracy, repeatability, and reduce human testing error/variability. Duplication and establishing comparability of the equipment and expertise for autonomous operation of ROVs by another contractor would incur substantial cost to the government that will not be recovered through competition.

SEA has a unique laboratory facility (rollover simulator) that can propel a fully loaded ROV up to 20 mph onto an obstacle within a laboratory setting. This facility provides high speed video documentation of the collision, along with data acquisition to collect physical quantities such as impact forces, speeds, and accelerations of the vehicle. The main testing for this requisition involves impacting a rigid object into a fully-loaded ROV using the rollover simulator test sled.

In Fiscal Year 2021, SEA has constructed the test sled to accommodate ROV test frames fitted with ROV floorboards that can be propelled onto a rigid object per contract 61320620P0037.

Selecting a different contractor will create a loss of continuity. Also, selecting another contractor to produce comparable results would require development of a facility, or modification and validation/calibration of a similar existing facility. Duplication and establishing comparability of a laboratory facility and the equipment and expertise for laboratory testing and simulation of ROVs by another contractor would incur substantial cost to the government that will not be recovered through competition.
