About this file
This is a Justification for Other than Full and Open Competition (Form F1001A) submitted by the Consumer Product Safety Commission (CPSC) for a sole source contract award.
The CPSC seeks to award contract CPS-2114-26-0005 titled "Analyze Child Strength Data" to the University of Michigan for a one-year period of performance from September 30, 2026 through September 29, 2027. The contractor shall analyze data collected under the previous CPSC Child Strength Contract (61320618D0004) to assess relationships between strength measures and participant covariates including child age, stature, and body weight, and to develop predictive models as appropriate. The estimated contract value is redacted. The justification for sole source award under FAR 6.302-1 and 41 U.S.C. 253(1) is that only one responsible source exists to meet agency requirements. Specifically, the University of Michigan is the only entity with access to the proprietary data collected during the prior contract and possesses the institutional knowledge of the methodologies developed and employed during the original study. No other vendor can provide the required analysis services without access to this data and prior performance information. Future collection of child strength data will be competed. The University of Michigan's contact address is listed as 1058 Wolverine Tower, 3003 South State Street, Ann Arbor, Michigan 48109-1274.
