Specifications for mercury cadmium telluride focal plane array

The Naval Research Laboratory has a requirement for a mercury cadmium telluride (MCT) focal plane array (FPA) camera system that shall include the 128x128 MCT detector array (without focusing optics), electronics, and software that is necessary to capture images of objects emitting, scattering, or reflecting light at the infrared wavelengths of 2 – 12.3.

The system must consist of the following components and shall meet or exceed the following minimum specifications.

Mercury cadmium telluride focal plane array S1. The MCT FPA camera system shall include a 128 x 128 mercury cadmium telluride pixel array.

S2. The MCT FPA camera pixels shall have a size of 40 microns x 40 microns.

S3. The MCT FPA camera detector array shall operate at wavelengths 2 – 12.3 microns with greater than 10 % of the maximum detector quantum efficiency.

S4. The MCT FPA camera detector shall have a noise equivalent difference temperature of less than 25 mK for an object with a temperature of 300 K measured with an f-number of 3.0.

S4. The MCT FPA camera system shall include a liquid nitrogen dewar that can regulate the MCT detector element at a temperature lower than 85 K for 8 hours when the system is powered.

S5. The MCT FPA camera system shall be configured such that the detector array is mounted vertically when the detector is sitting on a table (side-looking configuration).

S6. The MCT FPA camera system shall have a minimum full-array, image acquisition frame-rate greater than 1600 Hz .

S7. The MCT FPA camera system shall have the ability to be windowed in ordered to obtain images from sub-sections of the detector array.

S8. The MCT FPA camera system shall include all electronics necessary for reading out images to a desktop PC running windows 10.

S9. The MCT FPA camera system shall include a software development kit that will allow full-control of the camera via LabView.

Installation and Training The price of the MCT FPA must include delivery of the instrument to the U.S.

Naval Research Laboratory in Washington DC, installation, demonstration and training.

The on-site installation should be carried out by a qualified engineer. The installation should include an on-site validation of specified performance and training of the final users at the Naval Research Laboratory.

Documentation and warranty

a. A full set of all written documentation customarily provided to the public with a commercial item shall be provided. This shall include users manual(s) or equivalent as well as copies of any software, and any manuals for the software included with the system, if customarily provided. This documentation should be received by NRL with the system hardware, unless other arrangements are agreed to by the authorized Government representative. In addition to the above documentation which is customarily provided.

b. The contractor shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. These warranty terms must be included in the system price.

The period of the warranty shall begin upon acceptance
