This is an Invitation to Negotiate issued by the Michigan Department of Corrections (MDOC) and Michigan State Industries (MSI) dated December 1, 2017, regarding the procurement of Bates boots, specifically model EO2066, as footwear for MDOC corrections officer recruits. MSI anticipates selling approximately 550 pairs of boots annually to MDOC recruits as part of their uniform, with potential distribution to state agencies, tax-supported entities, and local governmental units. The procurement involves a one-time purchase order followed by a three-year contract with two one-year renewal options. The MDOC Training Division has specified these boots as the required footwear for recruits. Questions regarding the solicitation must be submitted by December 6, 2017, at 12:00 PM EST, with responses to be posted on the state website. Potential bidders who believe equivalent products or services are available must submit written responses by December 7, 2017, at 3:00 PM EST.

The intended source for this procurement is Wolverine World Wide, located at 9341 Courtland Drive NE, Rockford, Michigan 49351-1002. The state is requesting that the contractor, as the boots' manufacturer, designate and provide MSI with a manufacturer-authorized distributorship and associated discount pricing for Bates boots. This solicitation is issued under Commodity Code 80008 and represents the state's declaration that no viable alternative to this specific product exists, thus necessitating the single-source procurement approach.
