About this file
This is a Notice of Intent to Negotiate issued by the Michigan Department of Health and Human Services for a single-source contract with Evident Change to develop a customized Structured Decision Making (SDM) Safety Assessment and Risk Assessment for Adult Protective Services (APS) in Michigan. The scope includes developing assessments aligned with state statute and APS policy, providing training and technical assistance for SDM assessment use, and supporting continuous quality improvement initiatives to evaluate the assessments. The solicitation identifies Evident Change as the sole source provider due to its exclusive ownership of SDM intellectual property and its singular qualification to develop research-based APS assessment instruments compliant with Michigan requirements. The response deadline for potential bidders disputing the single-source justification is Wednesday, November 11, 2026, at 3:00 PM ET. Written questions concerning the Invitation to Negotiate must be submitted by Monday, November 9, 2026, at 3:00 PM ET to the Solicitation Manager, Nicole Haring, at HaringN@michigan.gov or 517-284-9454, with answers posted on www.michigan.gov/SIGMAVSS.
No pricing information, set-asides, incumbent contractor details, or contract term and renewal options are specified in this notice. The document serves as a transparency mechanism to identify potential alternatives to the intended single-source procurement before contract execution. Respondents disputing the availability claim must provide written documentation describing equivalent products or services to the Solicitation Manager by the stated deadline.
