About this file

This Invitation to Negotiate is issued by the State of Michigan Department of Environment, Great Lakes, and Energy (EGLE) regarding a single-source purchase for an extended warranty on existing laboratory equipment. EGLE seeks a five-year extended warranty from Life Technologies Corporation (Applied Biosystems LLC) to cover maintenance and replacement services for 11 Step One Plus qPCR instruments currently in use by various Michigan health departments for E. coli testing on beaches. The instruments were originally purchased in 2015 with a four-year warranty expiring in May 2020, and the extended coverage is intended to continue protection through May 2025. The response deadline for potential alternative bidders to demonstrate equivalent products or services is May 12, 2020, with written questions accepted through May 8, 2020 via the Michigan SIGMA VSS website. The award will be issued as a Purchase Order.

The procurement is classified under commodity code 96391 for warranties. EGLE maintains that Life Technologies Corporation is the sole viable source for this extended warranty due to the specialized nature of the equipment and the requirement for continuity of service on the existing instruments. No pricing information, set-asides, or funding source details are specified in this notice. The solicitation manager for this procurement is Lisa VanOstran, who serves as the sole point of contact for all inquiries and submissions related to this Invitation to Negotiate.
