About this file
This is an Invitation to Negotiate (ITN) issued by the State of Michigan Department of Natural Resources (DNR) in partnership with Michigan State University (MSU) to establish a successor director position for the Michigan Cooperative Tree Improvement Program (MICHCOTIP). The ITN seeks a PhD faculty position specialized in forest genetics to replace the retiring current director. MICHCOTIP is a 50-year collaborative partnership between DNR's Forest Resources Division and MSU's Department of Forestry focused on improving genetics for red and jack pine growth and yield, as well as resistance breeding for tree species impacted by non-native insects and diseases. The program manages progeny test plantings and seed orchards across DNR's Brighton Tree Improvement Center, other DNR nursery lands, and MSU properties to produce genetically superior seed and planting stock supporting the DNR's annual tree planting program of 6-7 million trees. The response deadline for potential bidders to submit written objections and alternative proposals is June 24, 2021, with written questions accepted through June 21, 2021, via the Michigan SIGMA/VSS website. The resulting engagement will be a multi-year contract, and the sole point of contact is Kip Conley, Solicitation Manager.
The ITN identifies the intended source as Michigan State University, reflecting the mutual desire of both MSU and DNR for the successor director to be an MSU faculty member. No pricing terms, set-asides, or specific funding amounts are detailed in this ITN document. The commodity code reference is 95845. Currently, DNR-FRD and MSU are the sole contributing partners to MICHCOTIP, though other agencies and private companies have served as members historically.

2. Description of Purchase:
The Michigan Department of Natural Resource (DNR), Forest Resources Division and the Michigan State University (MSU), Department of Forestry have an established 50-year partnership in the Michigan Cooperative Tree Improvement Program (MICHCOTIP). MICHCOTIP focuses on both improved genetics for red and jack pine growth and yield and resistance breeding for restoration of tree species (including those in the ash family) that have been impacted by non-native insects and diseases. The organization functions as the means to collaborate on forest genetics and tree improvement as well as implement activities that produce genetically superior seed and planting stock for the 6-7 million trees per year DNR tree planting program. The program does this through establishment and management of progeny test plantings at both the DNR Brighton Tree Improvement Center, other DNR tree nursery lands, and MSU-owned properties for the purposes of identifying lines of genetically superior trees, and for establishing and managing seed orchards of genetically improved trees to produce seed for the DNR tree planting program. Other agencies and private companies have previously been members of the cooperative, but DNR- FRD and MSU are the sole contributor partners at the present time. The MSU employee who currently serves as the director of MICHCOTIP is preparing to retire and a successor director is needed. It is the mutual desire of MSU and DNR that the successor director be a PhD faculty position with specialization in the field of forest genetics.
