About this file

This is an Invitation to Negotiate issued by the Michigan Department of State dated January 19, 2021, for the development of a parent resource guide to support teen drivers completing Michigan's Graduated Driver's Licensing program. The guide must assist parents and legal guardians in fulfilling the requirement to provide 50 hours of supervised behind-the-wheel driving instruction, including 10 nighttime hours, as mandated by Michigan Vehicle Code Section 257.310e for drivers under age 18. The state identified Safe Roads Alliance (SRA), a nonprofit organization based in Newburyport, Massachusetts, as the sole potential source for this service. The state is requesting written responses from any potential bidders who dispute this single-source designation by 9 a.m. on January 27, 2021. Questions concerning the solicitation must be submitted by 11 a.m. on January 22, 2021, through the Michigan SIGMA VSS portal.

The contract requires no upfront or ongoing costs to the State of Michigan or its customers, with vendors permitted to seek sponsorships to offset expenses. The vendor must currently produce resource guides for other states, and SRA's program is currently used in 30 states with established sponsorship relationships including State Farm. The guide must be provided in both digital and print formats, designed to augment rather than replace driver education provided through Michigan driver education providers, and include Michigan-specific content reviewed and updated annually. The Michigan Department of State must retain ownership of all Michigan-focused content within the guide. The state evaluated alternatives including the University of Michigan Transportation Research Institute, Children's Hospital of Philadelphia, and the American Automobile Association, all of which were determined to be inadequate due to format limitations, lack of parent resources, absence of Michigan-specific content, or one-time grant-funded development.

NOTICE OF INTENT TO NEGOTIATE AND CONTRACT WITH A SINGLE PROVIDER

6. Response Deadline: Any potential bidder who does not agree that this good or service is available only from the intended source, must submit a response to the Solicitation Manager by 9am on 1/27/2021. Your response must be in writing and describe the product or service you are offering as an equivalent.

Justification:

SRA’s parent program is used nationwide in 30 states. SRA has established relationships with private organization sponsors such as State Farm and provides the guide to MDOS at no charge. SRA allows MDOS to develop and maintain ownership of Michigan focused content included in the guide.

Requirements that must be met:

• No upfront or ongoing costs to the State of Michigan, Michigan Department of State, or to customers of the state. Vendor may seek sponsorships to cover their costs.

• Vendor must currently produce resource guides for other states.

• Must be designed to augment teen driver education that is delivered through Michigan driver education providers and not to replace it.

• Content must be reviewed and updated no less than annually, including Michigan content.

• Must provide the guide in digital and print format.

• Must allow the Michigan Department of State to develop and maintain ownership of Michigan focused content included in the guide.

MDOS has researched sources including the University of Michigan Transportation Research Institute (UMTRI), Children’s Hospital of Philadelphia (CHOP), and the American Automobile Association (AAA).

These sources do not meet the above requirements for the following reasons:

• Only provided in digital format.

• Not designed for helping parents or do not have a parent resource.

• Resource was a program rather than guide.

• No Michigan specific content.

• Content not being updated.

• Developed via grant, one-time project.
