About this file

This is an Invitation to Negotiate issued by the State of Michigan Department of Environment, Great Lakes, and Energy for the procurement of specialized water sampling equipment. The department seeks Polar Organic Chemical Integrative Sampler (POCIS) equipment specifically designed to detect Per- and Polyfluoroalkyl substances (PFAS) in surface water. The equipment specifications include 22 POCIS holders constructed of stainless steel capable of holding up to three sampling disks, 10 stainless-steel mesh canisters designed to accommodate two holders for field replication, and 78 POCIS disks with Oasis HLB sorbent material. All equipment must meet precise construction and shipping requirements, including methanol-rinsed containers, argon gas preservation for disks, and stabilized shipment methods. The procurement is classified as a one-time purchase order under commodity code 49364 (Sample Preparation Systems). Written questions regarding the solicitation were due August 27, 2019, and responses from potential bidders indicating alternative or equivalent products were required by August 29, 2019, at 3:00 p.m., with responses submitted to Solicitation Manager Lisa VanOstran at the Michigan Department of Environment, Great Lakes, and Energy.

The State of Michigan identified Environmental Sampling Technologies, Inc. of Joseph, Missouri as the intended single source provider for this procurement, indicating the state believed no viable alternatives existed for the specified equipment. The document does not contain information regarding pricing terms, funding sources, set-asides, or contract renewal options. This solicitation represents the state's effort to identify potential alternative vendors through the negotiation process before proceeding with the single-source purchase.

The POCIS equipment must include sampler disks constructed of microporous polyether sulfone membrane encasing a solid phase sorbent (Oasis HLB). The sampling disks must be constructed to allow for attachments to a holding device that can be secured under water during deployment. The deployment holder for the POCIS disks must be constructed of stainless-steel and designed to hold up to three POCIS disks to allow for triplicate analysis. The canisters should be constructed of stainless-steel mesh to allow water to pass through and designed to accommodate up to two POCIS holders for field replication. To prevent contamination, POCIS holders must be shipped directly to EGLE WRD in methanol rinsed metal cans with a means to stabilize the holders during shipment. Furthermore, POCIS disks must be shipped to EGLE WRD in methanol rinsed cans and held under argon gas.
