About this file

This Invitation to Negotiate document, issued by the Michigan Department of Education on August 26, 2021, seeks to procure activity books and related shipping services for the state's Summer Food Service Program (SFSP) Farm to Summer Week initiative. The Michigan Department of Education intends to purchase four titles of educational activity books from the Michigan Fitness Foundation: "We Like to Eat" bi-lingual (53,670 copies at $1.24 per book), "We Like to Eat Fruits and Vegetables" (55,680 copies at $1.24 per book), "We Like to Eat From Our Garden" (49,230 copies at $1.35 per book), and "Farm to Family: High Five!" (60,840 copies at $1.82 per book). The books will be shipped directly by the vendor to Michigan Summer Food Service Program sponsors. The question deadline was August 29, 2021, and responses from alternative vendors had to be submitted by September 2, 2021, to challenge the sole-source designation. Award will be made by Purchase Order.

The total contract value is $375,340, which includes $311,783 for the books and $62,557 for shipping costs. The Michigan Fitness Foundation has been designated as the sole intended source because it holds exclusive intellectual property rights to all four titles and is the only organization licensed or permitted to produce or distribute these materials. These activity books were specifically designed by nutrition, physical activity, and instructional design content experts and are documented to improve healthy eating behaviors among Michigan children and adults by increasing fruit and vegetable consumption. The solicitation manager is Carol Munroe at the Michigan Department of Education, and all questions and responses must be submitted via email to munroec@michigan.gov.
