About this file

This is an Invitation to Negotiate (ITN) cover sheet issued by the Michigan Department of Transportation for the procurement of a 2014 Transearch Data Set. The State of Michigan intends to negotiate a single-provider contract with HIS Global Insight USA, Inc., located in Englewood, Colorado, citing the absence of viable alternatives for this specialized product. The Transearch database is a large, unique trucking flow data set developed by HIS Markit that contains existing and forecasted county-level freight movements by commodity derived from proprietary sources. The data serves as the backbone of the freight component of Michigan's statewide travel demand model and is essential for maintaining the model's accuracy and supporting the development of the state's long-range transportation plan. The response deadline for potential bidders to challenge the single-source designation and propose equivalent products or services is Tuesday, September 17, 2019, at 3:00 p.m. EST. Written questions regarding the solicitation must be submitted no later than September 13, 2019, through the Michigan SIGMA VSS website, with answers posted publicly.

No pricing information, set-asides, incumbent details, funding amounts, or contract term specifications are provided in this cover sheet. The solicitation is classified under commodity code 20458 and is structured as a purchase order award. Potential respondents who believe equivalent products or services are available must submit written responses describing their offerings to Solicitation Manager Laura Dotson at DotsonL2@michigan.gov.
