About this file
This is an Invitation to Negotiate (ITN) coversheet issued by the Michigan Department of Transportation for the procurement of a 2014 Transearch Data Set from a single provider. The State of Michigan intends to purchase this large and unique trucking flow database, which is developed by IHS Markit and contains existing and forecasted county-level freight movements by commodity from proprietary sources. The intended source for this purchase is HIS Global Insight USA, Inc., located in Englewood, Colorado. The response deadline for any potential bidder who believes an equivalent product or service is available is Monday, September 16, 2019, at 3:00 p.m. EST. Written questions concerning the ITN must be submitted no later than September 12, 2019, through the Michigan SIGMA VSS website, with answers to be posted on the same platform.
The procurement is classified under commodity code 20458 and will be awarded through a Purchase Order mechanism. No pricing information, set-asides, incumbent details, or specific funding amounts are detailed in this coversheet. The solicitation manager for this ITN is Laura Dotson at the Michigan Department of Transportation, who serves as the sole point of contact for all inquiries and correspondence regarding this negotiation.
