About this file

This is a Questions and Answers document issued by San Bernardino County Human Services/Information Technology Services Division (ITSD) regarding Invitation to Bid (ITB) No. HSSA27-HSSA-6508 for Cisco C9350-48HX network switches, dated September 14, 2026. The Q&A document addresses four inquiries from potential bidders regarding procurement requirements and specifications. Key clarifications include confirmation that Cisco products sourced through authorized distributors such as TD SYNNEX or Ingram Micro satisfy the "sourced directly from Cisco" requirement provided the source can be tracked by Cisco. The County confirmed that bidders should quote only the software and licensing items explicitly identified in the Bill of Materials, excluding additional Meraki or subscription licensing, as the County maintains a Cisco Enterprise Agreement for licensing procurement. The solicitation was opened to functionally equivalent switching solutions from alternative manufacturers meeting or exceeding the technical capabilities of the specified Cisco solution, rather than restricting bidding to Cisco equipment exclusively. The document references the Cisco Smart Account and Virtual Account Name as hss.sbcounty.gov but does not provide additional details regarding pricing, contract value, quantities, or the formal bid submission deadline.

The document does not disclose specific pricing terms, set-asides, incumbent information, or funding sources. Interested bidders are directed to consult the formal Invitation to Bid document (Invitation-to-Bid-HSSA27-HSSA-6508-Cisco C9350 48HX Switches.pdf) posted September 4, 2026, for essential procurement details including quantities, pricing structure, evaluation criteria, contract value, performance terms, and any additional addenda or requirements under California Department of General Services contracting standards.

Date: September 14, 2026

Q&A Issued: September 14, 2026

1. The specification states that all items quoted must be "sourced directly from Cisco." Cisco sells hardware through a two-tier distribution model rather than direct to resellers, so authorized partners procure Cisco product through an authorized Cisco distributor such as TD SYNNEX or Ingram Micro. Product sourced this way is new, genuine Cisco equipment carrying full Cisco warranty and support. Please confirm whether product sourced through an authorized Cisco distributor satisfies the "sourced directly from Cisco" requirement, or whether the County intends a different sourcing arrangement.

This will be fine, if it can be tracked by Cisco.

2. The BOM in Section 3.A includes C9350-OS-ADV (Cisco C9350 OS Advantage) and NETWORK-PNP-LIC (Network Plug-n-Play Connect) but does not list any additional Meraki or subscription licensing. Please confirm whether bidders should quote only the software/licensing items explicitly identified in the County's BOM, or whether any additional licensing or subscriptions are required for the C9350-48HX switches.

Do not include the licensing, we have a Cisco EA that we get our licensing from when needed.

3. Will the County consider functionally equivalent switching solutions from alternative manufacturers that meet or exceed the technical capabilities of the specified Cisco C9350-48HX solution, or is this solicitation restricted to the Cisco manufacturer and part numbers identified in the Pricing Schedule?

No, Equivalents will be accepted.

4. Please provide Cisco Smart Account and Virtual Account Name hss.sbcounty.gov image1.png
