About this file

This is an Invitation to Bid for Architect/Engineer (A/E) Services issued by the Confederated Tribes of Siletz Indians (CTSI) Community Health Department in Siletz, Oregon. The solicitation requests proposals for A/E services to support tenant improvements to the Siletz Community Health Clinic, a 7,650-square-foot facility requiring upgrades to offices and meeting rooms. The selected A/E firm will perform six primary phases of work: prepare a 35% concept design and cost estimate, develop a Construction Request for Proposal (RFP), assist with the RFP process, collaborate with the selected construction contractor to complete design development, provide construction management services during the build-out phase, and ensure as-built documentation is completed and delivered. The project requires site visits, bi-weekly progress meetings throughout the contract term, and comprehensive coordination with CTSI Leadership and the awarded construction contractor. Bids must be submitted by June 1, 2024, at 4:00 PM Pacific Time to Miranda Williams at the CTSI Siletz Community Health Clinic. Award notice will be provided within 10 business days of the award decision. The project milestone schedule indicates a site visit must occur within 15 calendar days of the Notice to Proceed, with design development completion and RFP preparation to follow within specified timeframes. The contract term shall be valid for no less than 60 days from the start date as agreed between CTSI and the successful bidder, with a total project duration to be determined based on construction completion.

This procurement employs a "fixed sum not to exceed" pricing model, with the bid amount to be clearly stated in the proposal and used as a primary determinant in the selection process. All bids must remain valid for 90 calendar days from the bid due date. Award will be made to the qualified Indian-owned economic enterprise or organization with the lowest responsive bid within the maximum contract price range specified in Attachment B, in accordance with CTSI's Tribal Plan of Operations, which grants Indian preference to eligible bidders. If no qualified Indian-owned enterprise submits a responsive bid within the specified range, award shall be made to the lowest qualified responsive bidder. Bidders must provide evidence of eligibility for Indian preference at or prior to the bid deadline of December 30 at 4:00 PM. The solicitation is unrestricted and not limited to Indian-owned entities, though Indian preference applies to award decisions. Bidders are responsible for all costs associated with bid preparation and submission. CTSI reserves the right to cancel the ITB or reject any or all bids at its discretion and may request bid revisions from selected bidders prior to award. Successful bidders must comply with applicable tribal, state, and federal laws and regulations, and all CTSI contracts are subject to legal review by CTSI attorneys.
