SPECIFICATIONS
BACKGROUND & SITE CONDITIONS
Kalaupapa Settlement is a remote peninsula on the north shore of the island of Molokaʻi with no public road access to the rest of the island. The location is accessible primarily by air and by limited barge freight. Site access, logistics, and work sequencing must be coordinated with DOH and the National Park Service (NPS). The installation area is within the Kalaupapa National Historical Park; permits and approvals may be required from applicable State and Federal authorities. Vendors are advised to account for mobilization constraints (air travel for personnel, housing, ground transport provided by DOH when available, and the lack of retail food services and suppliers onsite).
SCOPE OF SERVICES AND DESCRIPTION OF WORK
1. The Contractor shall:
I. Supply new above ground storage tank (or tanks) (AST) to be used for gasoline storage, with total capacity of 10,000 gallons minimum to 12,000 gallon maximum. Tank(s) must be dual-wall, UL 142 listed, meeting the minimum specifications in Section 2 (brand-name-or-equal).
II. Provide and install new gasoline-compatible submersible pump kits, hose reels, meters, nozzles, tank gauges, vents, and control/power panels as specified in Section 2.
III. Deliver tanks and accessories to Kalaupapa, including freight to Honolulu and barge transfer to Kalaupapa Pier; provide all crating, rigging, and offloading.
Contractor may ship items on the annual DOH-NPS barge from Honolulu to Kalaupapa, Molokaʻi during the summer of 2027, free of charge. To utilize the DOH-NPS annual barge, contractor shall deliver items to Pier 39/40 Young Brothers (Honolulu, HI). The barge typically loads and ships in August, but has sailed as early as July, and as late as early September. Contractor is responsible for storage of items until delivered to Pier 39/40 to ship on the annual barge to Kalaupapa. Any pre-installation storage costs that the contractor is to charge the State, shall be included in the offeror's quote/bid.
IV. Perform onsite installation, anchoring/placement, electrical connections, and functional testing; restore surfaces and protect existing utilities. Preferred installation location is near existing Kalaupapa Gas Station (21°11'23.60"N 156°59'02.72"W).
SPECIFICATIONS S-2 IFB 27-01-KS
V. Provide DOH with operator training, O&M manuals, as-built documentation, and commissioning reports.
