In the event all bids are rejected or the University determines alternative solutions are in its best interest, the University may cancel this solicitation and pursue alternative sourcing options.
The University may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish all such information and data for this purpose. The University reserves the right to reject any submittal made pursuant to this IFB or any subsequent Bid or bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the University that such Bidder is properly qualified to carry out the obligations of the contract and to complete the work specified. Additionally, the University reserves the right to request additional performance guarantees if, in the sole opinion of the University, financial stability or capability cannot be established.
3.1.3 NON-ENDORSEMENT

Should the parties be unable to reach final agreement within this time frame, the parties may mutually agree upon a time extension to complete negotiations and contract execution. The Agreement shall be signed by the Contractor and returned, along with the required attachments and appendices to the University Contracts and Procurement Management Department within fourteen (14) calendar days from receipt of contract. The bid incentives levels are as follows:
DVBE Participation on this contract
Incentive
1% 1% 2% 2% 3% 3% 4% 4% 5% and above 5%

Copies of the codes and regulations are available online or upon request.

The preference to non-small business bidders that provide for small business or microbusiness subcontractor participation shall be up to a maximum five percent (5%) of the highest responsible bidder’s total score, determined according to rules and regulations established by the Department of General Services. In solicitations where an award is to be made to the low bid, the preference is applied by factoring five percent (5%) of a non-small business low bid total and subtracting this amount from the small business bid total.

SECTION 4: SCOPE OF WORK
4.1 Scope Overview:
The full scope of work for this project is to provide routine, recurring spot/touch up painting in up to eleven (11) residential communities (high-rise residence halls, low-rise residence halls, and apartments) on previously painted interior surfaces each summer (Mid-May to Mid-August).
The service will be performed in individual resident rooms or apartments.
The painted surfaces may include but are not limited to:
• Unit interior walls
• Windowsills
• Unit side door frames
• Unit doors (both sides)
• Interior doors (both sides)
Work is intended to preserve and restore existing painted finishes impacted by normal residential occupancy. Some rooms may require no painting. Isolated rooms may require more extensive paint coverage depending on turnover inspection findings. This contract does not include systematic building repainting, finish upgrades, surface redesign, or capital improvements.
4.2 Surface Preparation:
Surface preparation shall include work necessary to achieve proper paint adhesion and a uniform finish consistent with maintenance-level painting.
• Removal of excessive dust and dirt
• Removal of items attached to walls (e.g., command strips)
• Minor drywall patching small holes, dents, and fastener damage
• Localized skim coating or texture blending to restore small, damaged areas
• Protection of adjacent surfaces from paint over-spray or drips
Skim coating and texture matching shall be limited to localized areas of damage typical of residential turnover and shall not include full-wall resurfacing, drywall replacement, structural repair, or extensive reconstruction.
4.3 Spot/Touch-Up Painting:
• Spot priming and one (1) coat of finish shall be applied to damaged areas only.
• Work shall address minor surface wear, scuffs, and localized deficiencies.
• SDSU will provide primer and topcoat paint products.
• Contractor shall provide all other resources (tools, patch materials, protection supplies, etc.).
4.4 Limited Full-Room Repainting:

• Full-room repainting shall be limited to individual rooms only.
• Such repainting shall not constitute systematic repainting of buildings or communities.
• Determination shall be based on documented inspection findings.
This work remains maintenance in nature and does not convert this contract into a capital improvement project.
Building floor plans, room inventory, and dimensions will be provided by University upon request from Contractor.
4.5 Measurement and Basis of Payment
For pricing and evaluation purposes, square footage quantities referenced in this IFB represent estimated paintable interior wall surface area as provided in the University’s “Summary Housing Square Footage and Door Frame Count” spreadsheet.
