The bid (Bid #25-MNT-12) will be received until Tuesday, July 15, 2025, at 8:30 AM, with bids to be submitted through the BidNet Direct site. The contract is for various MDOT concrete mixes and flowable fill, to be ordered on an "as needed" basis throughout the 2025 construction period. Bidders must provide detailed pricing for multiple concrete mix types, minimum delivery charges for orders less than 5 cubic yards, and specify their regular delivery zone. Specifications for Bid #25-MNT-12:
Ready Mix Concrete
It is the intent of the Kent County Road Commission to purchase 2025 requirements of Ready
Mix Concrete from selected source(s).
A. Quantities:
1. Quantities will be ordered on the "as needed" basis throughout the construction period for calendar year 2025. A one-year renewal for 2026 is included as option on this bid as well.
B. Price:
1. Bid price per cubic yard - regular delivery zone.
2. Bid price for additional cost per cubic yard mile for any concrete that must be delivered outside the regular delivery zone for transit mixed concrete.
3. Bid costs for delivery charges for orders less than 5 cubic yards.
4. Firm price for 2025 must be bid or bid will be rejected.
5. Cash Discounts will be considered in the determination of the low bidder provided discounts are based on periods of 30 days after acceptance of goods, or billing on bidder's invoice, whichever is later. The Road Commission reserves the right to net out the cash discount when evaluating the bid. If no cash discount is indicated in the space provided in the Bid Document, the terms will be considered as net 30 days.
C. Regular Delivery Zone:
1. Include a written description of zones, where assigned, on the bid pricing sheet.
D. Fuel Surcharge:
1. KCRC understands the added challenges that high diesel fuel costs have put on contractors. The road commission strives for our partners to be successful and recognize that the significant fuel costs no longer can be absorbed in material costs. So, fuel surcharges are necessary at this time for delivered materials.
If you would/would not like to utilize the optional fuel surcharge for this bid, please acknowledge the field listed on the bid pricing sheet for your submittal.
If surcharges are to be added to an invoice, the agreed contract/bid cost must be acknowledged with the fuel surcharge listed separately from the base cost. Please accompany the invoice with the necessary documentation to reference the average weekly cost listed on Midwest Region’s PADD2 Diesel (On-Highway) website (https://www.eia.gov/petroleum/gasdiesel/). Your invoice shall include the average cost of diesel the week of the delivery, the percentage per cubic yard applied, and the dollar amount charged.
https://www.eia.gov/petroleum/gasdiesel/
If the inflated market does improve, it is KCRC’s expectation to receive a deduction from the base bid cost for the agreed upon contract/bid term. The deduction should be treated the same as the fuel surcharge on the invoice, except with a reduction of the invoiced cost.
It is the responsibility of the contractor to invoice appropriately for the surcharge/deduction, not KCRC’s. Improper invoicing will result in held payment until it is corrected by the contractor. We value the partnership with our vendors and we look forward to more opportunities for it to grow.
The fuel surcharge/deduction shall be applied as follows:
KCRC Fuel Surcharge/Deduction Agreement
Fuel Price Range % Per Cu.
Yard Fuel Price Range % Per Cu.
Yard For every $.10 under $2.50 (-) 1.5% $ 3.60 to $ 3.69 1.50%

The Kent County Road Commission reserves the right to renew the contract for one additional term (2026), upon mutual agreement of both parties. Pricing, terms, and conditions shall remain firm for the additional renewal year of the contract. Either party can terminate the contract with a 30-day written notice prior to the expiration date.
