About this file

This document is an introductory notice from the Oregon State Marine Board (OSMB) soliciting proposals for the removal and disposal of 8 derelict vessels from the Willamette River near Ross Island in Portland, Oregon. The deadline to submit a proposal is June 17, 2022, and the work must commence between July 5 and July 15, 2022. Offerors must thoroughly address the project plan, including the method for removing each vessel from the water, the location and process for dismantling the vessels, and the waste management procedures. Offerors must also provide a proposed timeline for the project. The solicitation, sample contract, and vessel descriptions are available on the State of Oregon's eProcurement site, OregonBuys.

The notice states that the project area is used by a large number of diverse waterway users, especially during the time period when the work will occur. The vessels have been photographed and notices indicating lawful seizure have been attached. Given the dynamic river conditions and unrestricted access to the vessels, the offeror must consider the potential presence of hazardous materials or other waste when bidding on the project. Any questions should be directed to the OSMB Policy Program Coordinator.

Text version

Dear Contractors, The OSMB is currently soliciting proposals for removal and disposal of 8 derelict vessels from the Willamette River near Ross Island in Portland, OR. The deadline to submit a proposal is June 17, and the work must commence between July 5 and July 15.

The solicitation, sample contract, and vessel descriptions are attached here and are also available on the State of Oregon’s eProcurement site OregonBuys State of Oregon - Bid Solicitation (oregonbuys.gov).

Addenda, notes, and other pertinent updates will be posted to OregonBuys. If you are interested, please review all the materials and ensure that all proposal requirements are thoroughly addressed, paying special attention to Section 2.2:

2.2 OFFER CONTENT REQUIREMENTS Offer must address each of the items listed in this section and all other requirements set forth in this solicitation. Offeror shall describe the Services to be performed. An Offer that merely offers to provide the goods or services as stated in this solicitation will be considered non-Responsive to this solicitation and will not be considered further.

2.2.1 Project Plan

Offeror shall thoroughly address the following items:

1) How each vessel will be removed from the water, including overview of tow plan, haul[1]out method, and haul-out location. It is the responsibility of the Offeror to coordinate with owner or manager of haul-out location or facility.

2) Where watercraft dismantling will occur and how waste, fuel, oil, and any other hazardous waste will be handled;

3) The names and locations of all waste facilities to be used for the disposal of all waste products (including oils, fuels, hazardous waste);

4) The names of any companies which may perform work on behalf of the Offeror;

5) A proposed timeline (project commencement date shall fall on or between July 5, 2022, and July 15, 2022).

This section of river is used by a large number of diverse waterways users, especially during the time of year that the work will happen. The vessels have all been photographed (attached) and notices indicating lawful seizure have been attached to the boats. Given the dynamic conditions of the river environment and the unrestricted access to these vessels, it is not known how much if any hazardous materials or other waste, debris, refuse, etc. may be present at the time of removal. It is the responsibility of the offeror to take this into consideration when bidding.

Please reach out to me anytime with questions. I appreciate your interest in this work!
