The estimated contract cost is not disclosed, and the document indicates the Purchase Request/Local ID Number is yet to be determined. The 20th Contracting Squadron plans to conduct ongoing market research to potentially identify competitive sources in the future and anticipate changes in equipment requirements.
The document highlights that the 20th Security Forces Squadron requires this system to maintain breath testing sites at Shaw AFB and comply with state regulations. SLED will inspect, maintain, repair, calibrate, and provide breath testing supplies per state policy. The justification emphasizes that no alternative vendors or systems are authorized or certified for use by SLED, making this a sole-source acquisition to ensure compliance with state law and maintain uninterrupted mission capability. The 20th Security Forces Squadron is responsible for obtaining Breath Alcohol Content (BrAC) for all individuals under suspicion of operating a motor vehicle while impaired or other incidents involving alcohol. South Carolina Law Enforcement Division (SLED) have announced that they are moving all Law Enforcement agencies to the use of lntoximeter's lntox DMT Breath System. No other vendors or systems are authorized or certified for use by SLED, and therefore no alternative sources can meet the operational and legal requirements mandated by the state of South Carolina. As such, this procurement is being pursued as a sole-source acquisition to ensure compliance with state law and uninterrupted mission capability.
